What is the correct procedure when you're blackmailed by a buyer.
He has sent me three e-mails stating 'provide me with $X refund or I will leave you negative feedback'.

I periodically give out partial refund buts I do not thinks it is right for a seller to feel they have too.. Ebay and paypal do not recongnize partial so it really should not be something a seller should have to do to keep anyone happy...
Every consumer knows the cheapest way to buy is online the best and most reliable way to buy is at a store..
I Never buy electronics Online unless from an actually Warranted Seller... I like to See the T.V. Playing before I buy it then blame the seller for the less then satisfactory picture quality ,,,,
I guess it all Depends.. I think if ebay would refund fees for partial refunds It would be the perfect solution to help make it right but I see no reason for me as a seller To lose out on fees...
A return for full refund or Replacement is how things should be done and if that does not satisfy your buyer then maybe they are not ready for the world of online shopping.. Granted their are Circumstances where it is all the seller fault then maybe they should look at partials and taking a loss but I mean no stores in the world give Partial refunds atleast not in my 30 years of buying stuff

It is! You can ignore windapp I'm not sure how they came up with their conclusion.
I assume you made the report, have you made the follow up call yet? If you don't call it's likely nothing will happen.
My negs went away immediately while I was on the phone, the 19 dsr dings didn't go away until the dashboard reset today.

Hi - yes, nothing has happened. No response within the 48 hours as e-Bay promises. I guess I'll have to make the call.

I didn't say anything about it not being extortion. I did say that in the spirit of the policy it is.
I also mentioned that in the wording of the policy, technically, it isn't. Read the policy if you don't believe me.
I never came to any "conclusion" about how the whole thing would work out. I simply stated the arguements for and against, and said I would be interested to see the result.
I personally think the original poster should call to have this resolved.

I had a quick look at the neg he left. As a buyer, I would completely ignore any negative that didn't have a reason why. On the other hand, your other neg would give me pause...

Still no response from e-Bay.
In respect of the other negative, I said in the auction that all the pages in that catalog were loose/unbound. As all the pages were uniform I had no way of knowing the proper page size. It was sold as I received it.

Don't afraid, they won't bite and the chances they do anything without being called is very slim.

Thanks - I was actually thinking about quitting e-Bay and I think that this is the impetus I need. It's just not fun anymore. And as a company e-Bay is all talk and no action when you need help.

Well, this process does not work very well!
My wife sold an item. The buyer demanded a partial refund in exchange for a positive feedback. My wife refused, but told the buyer that if she was not happy with the item, to return it for a full refund. She also informed eBay at the same time that she was being blackmailed.
The buyer posted a negative feedback - my wife informed eBay that a negative feedback had been posted due to her refusing to be blackmailed. This happened a few weeks ago, and except for automated responses acknowledging the comments, no communication has been received.
The buyer continues with no reprimand, while my wife now has her first negative feedback in over 5 years of selling on eBay.
So much for eBay policy which does not permit blackmail - it is a policy with no action!!!

Hello, we I responded to Kelvin's offer and I am pleased to say that he managed to get to the right people in eBay to remove this negative feedback, and my wife is back to a 100% feedback rating!
