I recently sold an item to Sweden. I ship via Tracked.
Anyways, the tracking show that this is at the local postal office and buyer still has not pick up. I am afraid the parcel will soon be return to me. I tried to contact buyer, but she is not replying back.
If buyer open item not receive case, will I be protected by Ebay/Paypal ?? what should I do?
This is my first time encountering this situation... HELP ~~

If the item is not picked up, eventually it will be returned to you.
Eventually.... which can be quite a long time, Especially if the Swedish Post Office chooses to return it by cheap surface mail.
You may be waiting months. You may also be charged return postage.
However, unless the buyer starts a Claim for non-delivery, you can refund her purchase price (less a restocking charge and the cost of shipping and return shipping if any.)
If she starts a claim, it would help if you can show that the item has been delivered to her PO Box. Since you know it is there, you have some sort of Confirmation of Delivery to her address. Yay!!

How many days has it been since the item showed up (per tracking) at the local P.O.? If it hasn't been more than 3 or 4, you may still hear from, or be able to contact, the buyer.
I would try sending a direct email to the buyer (you'll have the buyer's own email address on your Paypal transaction record), that is, not through eBay messaging. Some people buy an item, then just forget to go back to eBay to check for messages. Do remember that, depending on where you are in Canada, it could take the buyer 2 or 3 days to respond due to the time zone 'disconnect' between you. People don't always get overseas messages at a time when they are able to immediately reply.
Wait a day or two, and if there is no reply to your direct email, then I would even try telephoning (her phone # should be on the eBay transaction page if she's entered it). Fortunately a lot of Swedes speak at least some English. Just make sure you take the time zones into account so you're not waking your buyer up at 3:00 a.m. her time. An early evening phone call (7:00 or 8:00 pm buyer's time) is probably best.
Most western European post offices will hold items for a week or more before returning them, some up to 10 days (UK), so don't panic yet. Try other means of contacting your buyer.

Accusing the buyer of refusing to pick up the item shows a bad attitude on your part.
How do you know the buyer refused ?

Actually, I had the same impression and reaction as 'nuvisitors' when I read the OP's subject line -- the ALL CAPS didn't help.
There seem to be far too many sellers who immediately believe buyers must doing something wrong when things don't go as planned, when actually the seller simply doesn't know all the facts. This is partly a result of jumping to conclusions, quite true, but it's not entirely faultless: it reflects an approach toward selling and a hair-trigger assumption about buyers that can create difficulty sooner or later. I hope for the OP's sake that he didn't reflect this in his email to the buyer.
To the OP: I agree with others here that occasionally even with tracking there can be a lag or just no confirmation at all. Your buyer may very well have already picked up the parcel and this was not accurately recorded by the post office there (for example if the clerk forgot to scan it in). Try to contact the seller via his/her direct email, as I mentioned, and keep calm and objective until you really know what the situation is.

I have many parcels sitting in the post office for nearly 2 weeks often. I am mobility limited and I rely on someone (5 of them) to go to the post office to pick them up for me and from time to time I don't have someone to do that and it happened for nearly 3 weeks (after calling the post office to hang on them for another week or so) until yesterday when my aunt was able to pick them up. So it doesn't mean I "refused" to pick them up.
I had some buyers that didn't pick up their parcels while they were away, or in the hospital.
I had one expensive parcel going to Belgium and has been sitting in the post office for over 2 months and it was returned to me and one month later my buyer apologized saying that his friend forgot to pick it up for him while he was in other country for his job and he offered to pay $$$ for XpressPost for me to re-mail it. So there must be reasons for not picking it up immediately or whatever.
Only thing is to be patience and wait and hope for the best.
