Can I contact a potential buyer that made an offer on a similar item that I am selling. His offer was rejected.

I can see part of his ID. Is there a way to contact this potential buyer and ask if they are interested in  my item ???

No there isn't any way to find out who they are. What would be the point of anonymous bidding if you could? What you want to do is called spamming. Relist your item and if they are still looking hopefully they will find yours.
