If they want to run their business that way, all the more power I say.
Who says they shouldn't charge for using PayPal? PayPal? It sounds like a ridiculous policy to enforce HOW their sellers earn their cash, just to try to convince buyers to use PayPal.

However, I think the fact that Paypal charges their fee for both credit card and non-credit card payments to be ridiculous. The fees add up. On a $200 payment, the fee is around $6-7!

If you are a seller you should not report this and see if you can do a similar thing, if you can't or don't want to do the same then at least you will look better to buyers than a seller who does have a "paypal fee".
If you are a buyer you should complain loudly because it's an obvious violation of the PayPal user agreement.
You have to decide which side of the fence you are on and act accordingly.

I should not have posted...I did not want to sound like an irritating tattletale. I wish I could pass off some of the costs of PP to my customers. But to remain competitive in shipping prices, I can't add handling fees. I just charge in US$ what the Canada Post listed price is...it does cover some of the exchange I lose.

Last Time I received a 1500.00 payment the paypal fees were around $48.00!!
Well, if you were accepting a Mastercard/Visa at 2.4%, the fees would have been $36.00. That's not a huge increase...
