Hi everyone,
I need your advice with a purchase I did recently.
I won two lots of stamps from a German seller. S&H for each lot is 1.90$. However, the seller sent a combined S&H invoice of 4.80$, not 3.80$ (2*1.90$). I contacted him and he doesn't seem to understand I don't want to pay more than if I had paid these two lots separately. He said 3.80$ is for shipping under 50g. Mine is over this weight.
I offered him to send these two lots separately if it's cheaper to do so. He did not reply.
I'm unable to pay for each lot separately. eBay always sticks to his 4.80$ combined S&H invoice when I try to pay.
I understand it's not always possible to save on combined S&H, but I'm not willing to pay more than what these auctions state.
What should I do? How can I report this?

The cost of postage has nothing to do with the value of the shipment.
I would ask the seller to cancel your purchase on the basis that the total with S&H is higher than you had budgeted when you read the listing.
It is surprising how quickly an item will move from one rate to another. And since each rate covers not only the low end of that rate but also the high end,
it would not be unusual for a 30 gram single item to ship for $1.90 in the 'up to 30 grams' rate
while 2 items totalling 60grams cost $4.80 because they fit into the 50gr to 200gr rate card.

The shipping and handling isn't higher than what the buyer budgeted, the seller is charging more for shipping than stated in their listings. If it costs more to send the items together, then they should send them separately.
This has nothing to do with the value of the purchased items...the seller didn't even mention how much they paid for the items.
@parent262 - unfortunately, there isn't a lot that eBay can do in a situation like this and I don't see this covered in the report a listing choices. Even if you do report them in some way, that isn't going to help you get your items for the $3.80 shipping cost.
Do you think that it is just a language difference problem? Perhaps you just need to explain things differently...try to keep it as simple as possible.
Perhaps write something like...
Please send a separate invoice for each lot with the specified shipping cost of $1.90. Please mail each lot separately.
You might also want to go to a translation tool like google translate and send a copy of what you wrote in German.
If that doesn't help, you have a choice of asking the seller to cancel the transaction or paying the extra amount for shipping. I realize that you shouldn't have to do that but eBay can not force the seller to send you the stamps.
If you end up getting an unpaid item strike, I'm sure that you can phone eBay and appeal it so that they remove it.

If the seller gets really nasty about it, there is always the choice of leaving a neutral or negative feedback...try to work things out with the seller before you do anything though.

I think as well it may be a language problem. His English was poor. I will wait more time for a reply from him. Otherwise, I will try to communicate once more in a more simple way, maybe using Google Translation.
It's indeed not an option covered with eBay's Resolution Center. I'm left alone.
Of course, I fear for an unpaid item strike, but I really don't want to pay a penny more for a matter of principle.

Quite personally is it really that important to make a federal case over a dollar? Wow that is painful.

Sometimes it's not the dollar, it's the principle.
If you sell me a $10 widget with $5 shipping, are you going to simply shrug it off if I send you $14 instead of $15? It's only a dollar after all...

being that you are neither a buyer or a seller i guess you dont know that would be impossible??A invoice cant be changed by the buyer,and if someone offered me a dollar less as a seller i might except the offer just to make the sale

You do know that some sellers make accounts specifically for posting, right? Me, for example. I have another account where I have had lots of experience selling for over 12 years...

This is strictly a posting ID. I do no selling and no buying with this ID. I have been an eBay member for more than 15 years and my "real" ID has quite a bit more feedback than yours. These days I'm just a buyer, but I used to do a bit of selling.
I am well aware that an invoice cannot be modified by the buyer. I was only using that as an example. It's easy to say that a dollar is "only" a dollar when it's not your dollar. I was only asking you how you would feel in a somewhat similar situation, if you were the one who had to forfeit a dollar.
