Ebay Bucks...does the system discriminate against Canadian buyers?

OK, I live in Canada but shop exclusively on ebay.com (nothing personal, really, but the selection is better for what I shop for!).  I've been told that if you have a Canadian address, you will no longer be able to receive eBay bucks as of April 1.  Does this mean that an American will get the bucks when he or she buys something from eBay.com but a Canadian won't? This seems like discrimination to me. I have emailed ebay about it but didn't get an reply. I get lots of bucks every month and am really pissed about this. Any thoughts?
