"This unusual doll is an early Maddie Mod marked "Mego Corp MCMLXX
(1970)/Hong Kong" on her back. She has a rooted bubble cut hair style
with a long hank of hair at the crown of her head that naturally swirls
into a possible beehive style or, if pulled down, it might make a short
flip. It looks like Mego was trying to cover all the hair style bases in
a transitional fashion era. She has real eyelashes on a painted face
complete with dimples. Her body has a slant twist waist, straight arms,
straight legs and tiny high heeled feet. Her vinyl is lightweight
compared to Barbie or other fashion dolls."

 

Google search by your terms "Mego Corp. MCMLXX hong kong doll" resulted in a couple of blonds, including one called Fashion Candi, listed on eBay.com, and some clothes on another site. 

"The Mego Corporation was a toy company that dominated the action figure toy market during most of the 1970s.
The Mego Corporation was founded in the early 1950s by David Abrams and
his wife, Madeline and was mostly known prior to the 70s as a producer
of dime store toys. The 70s would be the last hey day for Mego as the
corporation filed for bankruptcy in 1982, and a year later, the Mego
Corporation ceased to exist."
