Click on "sell a similar item" when viewing the ended item you want to relist.

In what way was the buyer 'bogus'?
If he did not pay, you can (and should) open an Unpaid Item Dispute against him.
You can do this 96 hours after purchase. You can close it another 96 hours later.
You get your selling fees (FVF) back.
He gets a STRIKE against his buying account that will make it harder to bid again on eBay, which protects us all.
You can add him specifically to your Blocked Bidder List, which is under Manage Bidders.
You can opt to automatically Bid any deadbeat with UID Strikes and prevent this from happening again.
