The rate was clearly spelled out in their terms of sale. But even if it isn't there, for your own protection, its vitally important that you NEVER make a purchase without knowing the shipping amount up front and agree that its reasonable.
This seller has opted for a method of delivery which gives them paypal seller protection. Shipping with the required delivery confirmation can be expensive. There are sellers who are willing to take on the risk of shipping without protection but that is up to each individual seller.

Hello! Always make sure you check out those shipping charges! There are always sellers who are trying to make a profit from their shipping charges and buyers will learn very quickly to avoid sellers who do this.

mpit - Most of those sellers have learned that they pay a 9% fee to eBay on shipping charges and have stopped the practice of inflating shipping or, more often, moving their profit to the shipping.
However, American sellers are used to charging Delivery Confirmation to their US buyers. But for US DC they pay less than a quarter. For foreign DC, the service starts at $25 or so.
Paranoia xenophobia obtuseness- yes. Scam- probably not.
The OP should consider asking for either First Class International shipping, which is much cheaper, or a Mutual Cancellation.
In future dwil- always check the shipping to Canada and if there is not get a firm quote (not 'about five bucks' but "That will be $8.97 air mail FCI")

Global Express is very expensive. The seller is making sure they are not hit with an item not received dispute which can occur if they sent the item First Class International.
You were wrong to leave neutral and to mention shipping in feedback when it was stated in the auction.

im being charge so much on shipping ...WHY.....its the seller doing this.making more money...?
