I received an email from Ebay that you were closing Email reference id: [#b8b1a92005044434b114b03f8072f99a#] I must of missed any email for feedback that was sent to me. I sent two emails to the seller, he doesn't want to refund my money because he said that he has trouble with Paypal reimbursements. I asked him to email me some other examples of what I ordered, something similar and I would pick from that but he said that he would be at a loss of $$ then. I still haven't received anything, He didn't reply to that offer, I am negotiable, but the fact is I didn't receive the item and paid for it.
I am sorry that I missed your email, I am usually pretty good at catching all of them. I still either want my money back or the outfit or something similar to it.
I appreciate any help you can give me, like I said, the seller didn't respond to my last email.

I think you want to send your message to eBay directly rather than post it on a member-to-member discussion forum. eBay staff do not respond to questions or concerns here.

Go to the item on your ebay page under the blue Leave feedback button and look underneath that for "more actions" Click on "i didn't receive my item". This will start the process to get your money back. Don't wait on the seller to offer you something else as it will probably never come. Start the process immediately.

If you haven't received your item you have to open an item not received case through ebay. If the seller won't refund you, then you have to 'ask ebay to step in' through that claim. If the email that you are referring to is saying that ebay closed the claim then you can open a claim through Paypal. You should get refunded unless the seller has delivery confirmation proving that you received the item.
