You need to contact the seller or the folks at paypal if there is a problem with your purchase.
The listing you mention is a hard drive for $24.99 plus $4.99 shipping for a total of $29.98 in US dollars.
At the current (May 14, 11:30am) paypal exchange rate that would be $33.58 in Canadian dollars.
Almost sounds like you bought two hard drives from that seller.

This is member to member board, eBay Help at Costumer Support (top right).
Nobody can (or should) withdraw money from your account.
In this case contact Paypal and change your password.

You need to contact your seller.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
