There is what seems to be a rapidly increasing number of listings on ebay.ca, (at lest in my niche market) where sellers do not ship to Canada. I guess my question is, "If you don't ship here why are you advertising here and wasting my time as a buyer having to figure out if you do or don't ship here?" Not wanting to appear rabidly Nationalistic but WTH?

Listing on Canadian ebay in US dollars appear in the ebay.com core search, but are free of some encumberances that a US listing would entail, such as postage caps.

Do you mean Canadian sellers who do not ship to Canada? That seems odd, although a few might be discouraged by the high cost of parcel shipping domestically, not realizing that the customer pays for shipping and if the seller uses Calculated Shipping the worry about undercharging will disappear.
Or do you mean US sellers who were unknowingly signed up for the Global Shipping Program? It's a comment on how unimportant the Canadian market is to our southern neighbours that a year after the GSP was foisted on them, many are just now getting their first Canadian sales and learning Surprise! that they sell internationally.

Hi Femme
There may be more Canadians not shipping in Canada due to the fall updates.
eg: I sell something for say $15 to a Canadian and ship regular letter mail at a cost of say $2.00. Buyer decides he does not like it and files a SNAD so seller has to pay for return shipping. It has to be sent with tracking and we both know, in Canada that starts at around $12 and goes up. So now you will be out the $15 + your $2 postage + the $12+ for return shipping and you might get your item back.
They joys of Canada Post ridiculous tracking costs
Othe choice is just refund and let them keep it which will open doors for all the scammers.

Does this apply to Canadian sellers at all?
I thought it was US domestic sales only and also that the return could not cost more than the outward shipping even if it does apply.
The exact terms and conditions deserve careful reading.

This is very bad news. Canadian buyers and sellers are getting such a raw deal. I've been following this and am just flabbergasted by these latest developments.

Please let us not jump to conclusion so fast.
Yesterday I asked this question :
"Currently, if a buyer files a complaint that the goods are not as described, the buyer will be required by eBay/PayPal (depending on site of transaction) to return the item to the seller with tracking, paying for the return postage.
If I understand your post correctly, with the changes, Canadian sellers (regardless of their policy) will be obligated to pay for return postage - with tracking - should eBay/PayPal agree with the buyer that the "goods are not as described".
Is that correct?
Next question: If an overseas buyer receives a $12 item and claims (with eBay/PayPal agreeing) that the item is not as described, will eBay force the Canadian seller to pay huge amount of money (up to $30/$40 in some instances) to cover the cost of returning - with tracking - such $12 item to the Canadian seller?"
The reply from eBay:
"We are still ironing out such details and will make them available as the launch date gets closer. We are working diligently to ensure that common sense is indeed observed and that the policy is as fair as possible for everyone. Sorry to not have more to say about this at this time."
=========================================================================================
Another question:
"Since sellers are able to dictate their own return policy, what happens when a Canadian seller states in the listing that "no return will be accepted" but eBay/Pay find in favour of an overseas buyer claiming "goods not as described" for an item sold for $12 plus $6 shipping (Light packet).
Will eBay/PayPal remove $18 from the seller's PayPal account?
Will the seller be refunded eBay FVF and PayPal fees?
Will eBay/PayPal issue a postage label to the buyer and charge the seller's account, regardless of the fact the seller's policy is not to accept return?
Or will eBay/PayPal simply take the money from the seller ($18) and tell the overseas buyer to keep the "not as described" goods?
Final question: will changing their return policy to "no return accepted" somehow affect Canadian sellers in default search results on eBay.com? on eBay.ca? on other eBay international sites?
Reply from eBay:
"As stated earlier, these are all details that are being currently decided on. We will make this information available as we get closer to the launch date."

The policy changes announced in the Fall Update will hurt sellers. They will hurt Canadian sellers. However, let's wait a bit and get all the facts clearly spelled out before reaching conclusions on specifics on the changes as they affect us.
For more Canadian information, please take a few minutes to review:

It's not possible to post a listing on .ca and not ship to Canada so these sellers are posting on another site and for some reason ebay is showing their listings here.
It would be interesting to see some of these listings so if you have any item numbers, please post them.

The listings I checked were by Americans listing on eBay.com, not eBay.ca. They appear on eBay.ca but should not.

Let's try again. Technical problems with the boards again today (Lithium are you listening?)
