I was checking Tracked Packet USA with PayPal ShipNow option. It appears to working correctly. It gives the correct shipping rate based on weight as long as the item is under the allowed dimension for the service. I tried all kinds of weight and dimension combinations and I got the correct postage amount for test with valid data or error messages if my tests had invalid data. Using Tracked Packet also seemed stable and glitchy like before.
I wonder if they left the postage amount showing on the PayPal label for Tracked Packet. All other services do not show postage using PayPal labels as far as I know. Please post if postage is fixed if you use PayPal tracked Packet.
I emailed Kalvin for a confirmation that Tracked Packet is officially fixed.

I asked about which limits applies and when in one of the weekly sessions in March or April. eBay pinks said to ask PayPal. Which I did in the payPal forums and never got a reply.

Since when is it not possible to open a case on Paypal as opposed to eBay?
Since you do know your stuff.......... and I know you do.......... I took the time to double check.
I can open a case on paypal no problem for any item I choose.
I am not forced to open it on ebay.anywhere.
I understood that once ebay allowed claims to be filed through them & paypal (couple of years ago?), that only .transactions on .com could go through the ebay protection plan. I think it was a gradual process though, not an instant one.
For the items that you just tried to open a paypal claim with, you purchased those items while you were on .com..right? I am fairly sure (but not positive) that I have read on the U.S. boards that someone filed through paypal but when the claim opened, it had switched to ebay. So perhaps you had to go a couple of more steps before it switched...?
Or....I'm wrong and .com buyers have a choice of where to open the claim. But, I am sure that items bought on .ca can only be listed through Paypal. I admit though, this is all based on things I've read on the sites and message boards. I haven't actually tried to file a claim in at least 3 years.
During the weekly meeting one of the reps stated that the item has to be listed on .com as opposed to .ca to qualify for $750 seller protection.
If we are thinking of the same thing, it was on april 17th and he said it was for items bought on .com, not listed..
Under eBay Buyer Protection, which includes all items bought on eBay.com, tracking with signature at delivery is required for all items valued at $750 or more. Failing to meet that requirement is likely to make you lose eBP cases, for example if the buyer claims they never received the item.
I do have to mention though that particular rep gave me a wrong answer on something else on a later week so he isn't perfect either.
I really do try not to say that something is for sure unless I am positive that it is right. But I make mistakes like anyone else and the more I think about this the more confusing it seems so I'm going to stop writing about it until I talk to someone at Paypal and/or confirm it all with ebay. This is giving me a headache. lol

I never use .ca for anything............ other than right here, and so anything to do with .ca is really not relevant to me, and probably not to a lot of other posters.
If I buy or sell an item on .com for $749 and it's shipped with tracking (Expedited or Tracked package whenI ship) and no signature confirmation..........
and the buyer claims it did not arrive......... (or conversely....... it did not arrive here at my door if I'm the buyer).....
But the tracking shows that it did arrive..........
What happens?
Does eBay refund the buyer?
Do I refund the buyer?
Perhaps that protection only applies to items shipped within the States?
What does it actually mean in the real world?
So far it's just an abstract statement without any real concrete interpretation.
That's what really matters............. $250 vs. $325 paypal protection....... not so much.

PJ..... I stopped short of the very last step. There really wasn't much room for it to bump me over to ebay any more.
One more click and the case would have been filed on paypal.
Yes......... that was the answer I received from the rep when I asked on April 17th.
I sell on .com and the vast majority of my items are bought on .com so that's what really matters.
Most of my ebay items are bought on .com as well.
I think that's true for a lot of us, and so this $750 rule does matter..............
I'm just not really sure what it means.

Sounds to me like it should work the same as Paypal protection ...it is just a different minimum amount. So if a delivery is shown and the item is under $750, the buyer would lose the claim.
I sell on .com and the vast majority of my items are bought on .com so that's what really matters.
You know that your items are mostly bought on .com because that your U.S. buyers did purchase there.,,, or is there some other way that you can tell?

I'm assuming that my US buyers buy on .com, and most of my buyers are American...... and so most of my items are bought on .com.
Kinda makes sense. No?
However.......... that "seems" to be changing. It could just be a fluke.......... but I'm seeing a lot of overseas buyers all of sudden.
I"m thinking it might have something to do with the GSP and another recent push by Americans to increase shipping costs.
I don't know if anyone else is seeing that too.
I do know that if we HATE the GSP the way we do, that European buyers must LOATHE it.
If you take a look you'll see that their GSP shipping costs are pushing items out of the salable market for them.
The $750 protection thing.......... I haven't checked out the details yet........ but I'll follow that link later today.

My guess it that it's about Americans shipping within the US and Canadians listing on .com get included by default.

I'm still nervous about that.
I'm suddenly getting a of very nice overseas sales and shipping is suddenly taking a lot of thought.
I still haven't used Tracked Packet and now it's not even available for comparisons and I have yet to learn which countries it can be used for.
Shipping a $749 item to ............. say the UK............ without signature confirmation..........
not sure yet.
As a buyer it's even wonkier.
In spite of what has been stated by the rep and others, I was able to open a case on Paypal for an item bought on .com from a US seller.
No one could have been more surprised than I was because I was just testing it out and expected to be bumped over the ebay.
Instead I ended up actually opening the case on paypal.
If that' the way it works, then the answer will be to rely on paypal for buyer protection, or perhaps empty my paypal account and use credit card backup only.
Last week I had an item delivered to my door that belonged to someone one block away........
Makes me a little nervous buying higher end items now.

same thing here....I cannot ship expediated parcel or tracked packet with paypal/Canada post shipping!!!!!!.....EBAY & PAYPAL WHAT IS GOING ON......ARE YOU GOING TO PAY ME FOR THE HOURS OF FRUSTRATION, AND YES I HAVE BEEN ON THE PHONE WITH EBAY, PAYPAL, & CANADA POST TODAY....NO ANSWERS, OR ACKNOWLEGE OF PROBLEMS....NOTHING ON ANNOUNCEMENTS....How about my customers?.....late shipping/bad feedback possibilities/repercussions.....now I know why I quit selling on ebay a few years ago...The headaches....I have several parcels here to go with NO ANSWERS!!!

That should be your first priority.
Solve the problem by going like the Post Office and purchase your postage there and send those items to your buyers now. You can use PayPal shipping once their service is back to normal, whenever that is.
Priotity is always service to the customers. That is something most eBay sellers know and understand. I wish eBay/PayPal did too.

If I go to the post office who pays the extra shipping, as there will be no discount...I now have 9 items, most are larger, the discounts add up pretty fast...I pass the discounts to my customers, and their shipping price was based on the discounted price. Also, then I am out of pocket for shipping, instead of using my paypal balance...and lastly, I live in a rural area, and would have to travel to the next town to ship. I already lost a day playing around with this, when I could have been actually working. Paypal/ebay won't even acknowledge they have a problem....with the fees ebay/paypal charge on shipping/final value, they should be catering to us, and getting these things resolved asap.....there is not even an announcement (that I am aware of) going out to buyers stating that there is problems with paypal shipping, and there may be delays on items shipped from Canada....

is it annoying? YES! is it inconvenient? YES! But you are not stuck. I think any business should have a back up plan. There are other options even though may not be as convenient at this time.
Someone mentioned on here (in a different thread I believe) that you can go and get a label via paypal.com/shipnow and it works. That way you can use your paypal balance.
If that doesnt work, you can use the Canada post website. Have you signed up to be a Venture 1 customer? if not you should. Its seems to be a great safey net for times like these. And you can get some shipping supplies for free as well. Ohh but the discount is not the same you say? Well I just did a comparison quote, and it cost a whole $1.30 more to ship via Canada post website as venture 1 as it did thru paypal. If you are not a Venture one member you still have ship in a click to be able to ship from home.
Of course there is the post office route too. Yes now this takes way more time out of your day, but could be made more effiecent by having the small packet forms at home (free with venture one) and already filled out per package to save you time in the line up.
I am mobility challenged myself, and knowing the fact I cant always get out easy I make sure I have the supplies I need on hand to get the job done. I can not tell you how THRILLED I was when Canada Post started to offer AT HOME PARCEL PICK UP. Those cold snowy icy days or days the mind says yes but the body says no, that parcel pick up for $3.50 is to me a well worth it expense and peace of mind.
Maybe its just my way of thinking, Maybe is just because I have been forced to adapt to changes, but I am taking this all in stride. Its a glitch... a speed bump... be happy there are alternatives, ways to get around it. Its not a postal strike, not a lock out. We as sellers dont have to scramble to look for UPS, Purolator ect. or worse take ads down and put everything on hold.
Think of this another way. The more people complain about it, it shows just how much an "essential service" paypal shipping is.. how people have become dependent on it, and then the ebay/paypal bean counters can manipulate it and/or fees accordingly (not unlike gas price fixing)
I am not making excuses, and it should be fixed promptly. But its not the end of the world. be happy for the options we do have, not the ones we dont.

It actually did open a case?...wow..you must have just done that today..Wednesday. I guess the rep was wrong then.
As far as your UK sale.....I would be uncomfortable about shipping something that expensive unless it was xpresspost although I realize that if you charged for that, you might not have the sale.

If you think about it, it doesn't really make a lot of sense that paypal would back every purchase made except those from ebay.com.
I think that what the rep was trying to say is that items bought on sites other than .com have to opened on paypal.
Items bought on eba.com can be opened on ebay instead if one chooses to do so.
And YES.......... I opened a case............. and closed it a few seconds later.
Paypal doesn't have all the checks............... (are you sure you want to do this, are you positive, are you absolutely certain etc. etc. etc.).
It was easy to go one step further than intended.
I won't use Xpresspost any longer for shipping to the US, so it will save me money in that sense..........
BUT as a buyer it will make me rethink a few things.
It seems that ebay has been pushing really hard for upgraded shipping this year.(perks for tracking, the GPS, and now this which is designed to make buyers opt to pay high costs.)
All of a sudden they are giving sellers the green light and encouraging high shipping costs, while all along they have punished sellers for charging high shipping costs and rewarded things like free shipping.
Two opposing forces going at each other............ Which One Is It Then????

EBay, I think. has reached a pinnacle of absurdity.
The number of rules, regulations, controls, rewards, punishments, is beyond inane.
Some here make it full time hobby to know all that fluff and still don't get it right all of the time.
And it's no wonder.
For Goodness Sakes: It's an Online Shopping Mall.
It should be a fun place to hang out.
It's more like a Police State ruled with an iron fist.
And they continue to add more rules to mix and further refine what they have.
Every time a change is made the whole system has to adjust and shift to absorb it.
Now, with paypal shipping all messed up............. the fall out is that the one day handling times are all in jeopardy.................. DSRs TRS status............ all of it is on the line.
Not to mention that it is very very annoying because keeping paypal shipping up to snuff is a very very simple task, and since it's mandatory to keep this complicated system running smoothly there is no excuse for it being down for so long.
Is no one going to fix it?
Now would be good.
