I bid and won an item that clearly indicated a $12.39 shipping cost on the listing based on my postal code in Canada. When I received my invoice, the shipping cost was doubled to over $24.00 with no explanation from the seller. I tried contacting the seller to ask why the increase and to voice my displeasure having to pay the extra cost. Had I known the shipping cost was in excess of $24.00, I never would have bid. Once things did not seem to go in her favour, she reported back that she does not speak English. So how am I supposed to communicate with her? She has now opened a NPB case against me as I refuse to pay. What can I do? I can't have the case reviewed while the dispute is open. It seems like my choices are pay the extra cost, don't pay and receive my first ever strike, then ruin my perfect status on ebay or contact the seller, which I cannot do because she conveniently does not know the English language.
Any help or suggestions would be appreciated.

There is really nothing that you can do to force the seller to sell to you at the agreed shipping price but once the strike is given you can phone ebay and I'm fairly sure that they will remove the strike. You should also report the seller to ebay as what they are doing is wrong.
If this is for the seller in Quebec, there are people here who could help you write a response to the seller in French. If it for another language, you could try using google translation.

Thank you for the reply. I am just worried about getting a strike and how it may affect my account.
As for the problem with the language, there are lots of free online translation sites that will do the French-English and English-French translation. That is what I had to do in order to read some of her responses. It seems a little funny to me how in the beginning she was able to communicate yet when I started to tell her how displeased with her increasing the shipping without first asking me, she plays the 'me speak no English' routine. Again, she can write it all in French because it can easily be translated.
The sad part is that I would have paid the extra cost if it was purely a mistake on her part to show the $12.39 shipping and she had asked me for the extra cost. I just got a little angry when she just changed it and basically told me to accept it. Not good customer service. I have lost count the number of packages that either myself or my husband have shipped and had to pay several dollars out of our pockets because our requested shipping cost was much too low. We would never think of going back to the buyer to ask for the extra cost.

Is this for that $1.09 lot from a seller in Longueuil QC (just outside Montreal)?
She only received one bid (yours) and I suspect she was not willing to let it go at that price.
Do not worry about the strike. It really does not mean anything on your record at this time.
The seller is obviously inexperienced as a seller (most of her feedback was earned as a buyer).
If eBay advises you of a strike, simply contact them, tell them about the shipping, and the strike will be removed.
