Seller not honoring promise to refund lost item

I never received an item ordered from a seller (Oriental-Company) 3 months ago. The delay is due to multiple communications back & forth with seller. I did not use eBay dispute resolution mechanism, because seller first asked me to wait further for delivery, then promised to refund me. Now I am told by eBay it is too late to involve them. Any way to warn other buyers about this seller?
What are my recourses?

No. Unfortunately, you let time goes by. It is too late for feedback.
"What are my recourses?"
If you paid with a credit card through PayPal, you may be able to file a chargeback with your credit card issuer (bank). Call the toll free number on your monthly statement.
If you did not pay with a credit card, sorry, it is too late for recourse.
