Just wondering, I have a customer in Turkey who is stating that they have not received their package after 4 months. I sent it International Small Packets Airmail which doesn't really provide a tracking #. I'm not quite sure what to do I have never been in this situation before should I refund the customer and make a claim with Canada Post or should I be suspicious of this buyer with a feedback of 1.

The buyer contacted me about 2 weeks after I sent it then I heard nothing for over 3 months. The 3 month time period is what makes me suspicious and the buyer never made a claim with eBay. Something just doesn't seem right about the whole transaction.

When did the buyer first contact you regarding the item not received? They only have 45 days to file a claim after which you do not have to do anything. It should have arrived within a couple of weeks. If the buyer contacted you within the 45 days I would issue a full refund. You can file an insurance claim with Canada Post to recover the money.
It's anybody's guess with a 1 FB buyer. We all started there but scammers start new id's all the time.

I am assuming you asked the buyer to wait a little while longer and then contact you again if he still had not received it. If he waited 3 or 4 months to to do so then, IMO, he is out of luck. You might want to add him to your BBL.

Small Packet Air or Surface includes up to $100 insurance against loss or damage in transit.
If you decide to refund your buyer you may still have time to claim on the Canada Post insurance. The few times I have done this the telephone clerks were very helpful and professional . (Definition of professional: I got a refund.)

With INR cases we always act in the customer's favour even if the 45 day window has expired.
Some buyers are very patient and realize how imperfect their country's mail system is.
A buyer not taking advantage of the 45 day window I interpret as a sign of honesty. Scammers know the drill and don't let the opportunity pass.
Recently had one in India that waited one year! I refunded his money and he just bought again and had the merchandise shipped to a relative in Canada instead.
Canada Post Small packet is non-trackable but comes with $100 insurance. Canada Post is our biggest and best customer 🙂
