Susan, this will not work, he tried 4 different browsers, that's more than cleaning the cache and restarting. OP needs to call.
There are all kinds of situations that eBay doesn't handle properly.
I have a buyer who got issued UID, he paid and later requested cancellation. I refunded, but mutual cancellation did not appear, because there was still an UID open. I closed it via only allowed option "I already received payment from buyer" - which I did technically. The mutual cancel is still not there because only one dispute per transaction is allowed.
Or if someone has multiple items, they get combined, then he requests cancelling some of them, after that is impossible to recombine the remaining ones. I had to create PayPal invoice and left the items on eBay uncombined.
There is probably hundreds other problems that make eBay darn annoying. Apparently only resolution is to call them.
