Hi Guys,
I have received an order from a buyer in Russia. My listing did not include Russia as a country that I sell to.
Is it safe to sell there if I use Canada Post Tracking Small Parcel shipping. I have a rate from CP for 100 gms at $49.48 tax in.
I haven't presented this to the buyer. The item is only worth $60. He has requested tracked shipping. He is an international buyer with about 30 eBay feedbacks 100% positive.
I guess my question is ---- will I be covered with pay pal guarantee?

International Parcel -- sounds like you got a surface quote which is way too slow. Air adds another $20 to the cost.
Document only:
Registered mail is available for less than $30

I assume you mean Tracked Packet (Small Packet doesn't have tracking or insurance).
Safe? I suspect that depends on what you are selling.
Last thing I shipped to Russia was a small Canadian painting. It arrived okay (but I did have some worries).
Your main protection is the Canada Post insurance. The paypal protection (such as it is) should also be valid.

Did you have shipping to Europe turned on? Russia is part of both Europe and Asia.

There are also third party insurers. Shipinsure may be the name of one that has been mentioned favourably here.
I have sold to the former Soviet Union, mostly copies of Roberts Rules of Order for some reason, with no problems. But not to Russia proper.

What guarantee is that? For sellers, I didn't think there was one. 🙂
Nothing on earth will protect a seller from a SNAD claim (not as described) but if you have tracking that shows DELIVERED then that is usually enough to get you out of any INR (not received) claim.
I have not yet sent anything to Russia but others who do say they have no problems. The postal system can be slow (like everywhere these days) but if you use tracking it will show where the delay is, like in Customs.
You have not specifically blocked Russia (and other countries) so just saying the countries you DO ship to won't prevent someone from Nigeria buying your items. Or trying to.
Feedback on a buyer (100%) doesn't show if the person is good or bad because buyers can only receive positives. Yours is probably OK because they actually asked for tracking. The scammers are the ones who try to trick you into not using it.
Make sure what you are mailing is allowable into the country. If it is something like a gold-plated silver coin, you might consider putting "souvenir token" or something bland like that on the customs label. In Russia a Canadian coin would be a souvenir token since it can't be spent as money. You need to be honest on the customs form without saying anything that will tempt thieves.
Once you tell the buyer the shipping fee the whole issue may vanish when they want to cancel, but maybe not. You can always show them the link to Canada Post with the dimensions to prove it. Fancy coins are a luxury item of the highest degree so the buyer might be happy to pay right away. Lots of people in the world have an abundance of spending money.

There is no 'Tracked Packet' to Russia.
You will have to use International Parcel Air.
It is tracked but has no signature. International Parcel Surface is too slow, you'll lose an INR if you attempt that. But I think that's the price you quoted in your post. DO NOT DO IT.
Assuming you are mailing a 100 g parcel (as opposed to envelope under 2 cm) with random size 22 x 17 x 9 this is the cost to quote your buyer:

When I used your dimensions, did it like this, I got 5 choices when I click the Calculate Rate button. What do you get?

International Parcel (Surface) and International Parcel Air *must* still be tracked since they offer insurance coverage both $100 included and up to a certain amount optional, and Canada Post only offers insurance coverage on parcels they can track since early 2013.
