Why are Canadian feedbacks not valid for category restrictions?

I got an answer to my earlier post about 25 feedback needed. And I am not understanding why Canadian Feedback doesn't count towards the number, or other international feedbacks for that matter.  Can I sell my designer items in Canada then? Thank you
