bought an item at auction , then the seller adds a substantial charge to the bill . is this legal ?

The seller can add shipping and handling costs.
These are on the listing, with a tab at the top of the Description.
The seller cannot add 'insurance' fees. This is a recent scam out of Asia.
Does the listing say:
Customs services and international tracking provided
That's the Global Shipping Program. The services are provided after the auction ends. You pay for them
Until the auction is over, import fees (which are a percentage) cannot be determined until the winner and his winning bid are known.

you probably bought from the usa on the gsp system, then yes you paid extra, for the service..

What portion of the bill? You will pay postage in most cases. Is it more than you expected based on the Item Listing?
