cant be shipped to that location

Ebay is telling my buyer that my items cant be shipped to that location, how do I correct that?

Because the postal address is wrong? The parcel will eventually be returned to you. Refund your customer and ask that he correct the address on his Paypal account?

Because the Post Office will not handle the item? Many liquids and explosive items cannot be shipped by mail. Some items can only be shipped at the sender's own risk (coins and glass for example)

Because the item cannot be imported to the buyer's country? Refund and do not ship similar item there again.

Because the item cannot be exported to the buyer's country? Refund and wait for a visit from CSIS.

I have not mailed the parcels yet because when the auction ended and he entered his paypal info....he got a message stating that my items do not ship to his location, which I dont understand because I set my shipping info to North America and he is in the USA.
