Stay clear of anyone using Global Shipping. HUGE additional charges are added that Canadians wouldn't normally pay. AWFUL AWFUL AWFUL. I won't go near a seller using this program again!

Customs charges are included when something is shipped to you via USPS or Canada Post.
They are not included.
If your item is taxed, it is an extra cost.

My wife and I received a lot of items from the United States (and elsewhere) during the "Bronze Age" of eBay that were taxed by Canada Border Services and a processing fee by Canada Post added on top of that. This doesn't seem to be happening so much now, so what's likely happening for you is that Canada Border Services isn't find it expeditious or cost-effective to assess taxes on your postal imports.
However, if it were to assess those taxes due, you'd be looking at paying those plus another ten bucks.

They most certainly are. Customs brokerage fees are included when something is shipped from the US to Canada via USPS unlike shipping companies like UPS or Purolator. If an item is worth more than $50, Canada customs might charge you customs fees and taxes. In 10 years of buying things from the US, I've paid customs fees only four of five times. This Global Shipping scam ensures that you are paying brokerage fees every time you have something sent from the US. It's a scam pure and simple. I've done it once - that's how I became aware of the scam, and I will never buy another item from someone who uses Global Shipping again.

The figure for the tax threshold has been correctly defined here many times as Can$20. No customs fees of any sort are included in the amount US sellers pay the USPS for postage. These postal charges are subject to the UPU (Universal Postal Union) rules and only cover shipping.
If Canadian taxes are collected an extra fee is charged to the Canadian buyer for this collection, by Canada Post.
