Whenever a buyer does not pay for a purchase, and the seller files a complaint though the resolution centre, and the buyer does not respond or pay, a strike is given to his account (basically a slap on the wrist). One needs at least four strikes (from four different sellers) to lose buying privileges on eBay.

The thing is if the buyer does not want to pay, there is little you can really do about it.
