I bought the item from the seller 6 months ago but it didn't come.
I contacted with the seller and the seller said she would resend my item but it didn't come again.
I waited for over 2month and I contacted with her again and she said she would send me again but it also didn't come.
so it took over 6 month. when I contacted with her for refund problem she said she would refund my money then she avoid my message and contacting me. and eventually no refund as a result.
Since the seller took lot of time, I can't open a case and i dont know what to do.
Even though its not a lot of money, the thing makes me so angry is she swindled me for 6month and I wasted over 6 months waiting for my package.

You had 45 days from end of sale to file an item not received dispute either through Paypal or through ebay.

Based on that statement, I am assuming your seller is in China. It is not uncommon for sellers in China to tell the buyer that they will "re-send" the item. This is a tactic to get the buyer to wait past the deadline to file a dispute.
Sorry but you have no recourse. It's too late to file a dispute, a chargeback and to leave feedback.
Don't be surprised if this happens again if you continue to buy from China, the counterfeit and inferior product capital of the world.

It's a long shot given the time that has passed, but contact the credit card you really paid with (Paypal is just a mediator) through the 1-800 number on the card and ask about a chargeback.
You will need the transaction numbers, the dates and the payment amounts handy to help the clerk process a refund.
However, while credit cards have longer deadlines than PP/eBay, they do have deadlines, so act immediately.
