What exactly is the problem? Why do you blame eBay?
The listing clearly stated:

veronneau007 - personal attacks - in any language - have no place here.

Absolutely Agree! It is a scam. UPS staggers the brokerage fees. The hgher the declarateion: the higher the brokerage fee.
It's about $30 for a $100 item and double that for a$200 item.
.......plus the duty and taxes of course.
For the broker it's the same amount of work (a few minutes) regardless of item cost.
UPS should by law have to inform the shipper of what's awaiting the receiver.
No one expects the fee unless they've experiened it.
Why would they?
It would never occur to anyone to ask because most of eBay buyers and sellers use the PO for shipping and expect the same treatment from couriers.
No one makes that mistake twice and it's usually a very expensive lesson for both buyer and seller.
IMO it's border-line illegal.

I recently had a simlar issue and so it's all stil fresh for me.
The UPS people are really sheepish about these delieveries because they know full well that the reciever is going to be really really MAD about getting dinged for $30+ extra. In my case it was $94.
UPS is very aware of the problem, but since they are raking in an extra $30+/shipment (brokerage fees without taxes etc. added) for a few minutes extra work they let it continue.
Apparently it's worth it to them to continue to withhold this information from customers.
It should be verbally made very clear to shippers and not hidden away in fine print that no one ever reads.
Today, hidden fees like that don't fly like they did in the past and it's amazing that they're still getting away with it.
There should be some sort of consumer protection for this type of thing.
It's just wrong!

The reaon they get away with it and continue that shoddy practice is because the shipper isn't the one paying.
For the most part the shipper isn't even aware that there will be additional charges to the buyer.
If the shipper had to collect and pay it would never fly.
Since the receiver isn't really the customer, they continue to sell the service.
They don't charge so much that the receiver refuses the shipment, but they push it right to the limit.
That's why they have staggered brokerage fees.

I NEVER use UPS. If a seller will not send it USPS I will not buy it and if there is any listing that has UPS in it I confirm with the buyer that I want USPS.
Also learned the hard way and will never do that again.

This thread it way too long, but that just attests to the fact that this is a big problem for us.
Normailly I wouldn't feel that it's eBay's place to deal with this kind of thing.
However, they involve themselves in everything else so why not this as well?
I'm not sure how, but they've found a way to monitor every miniscule unimportant, minor, incorrect, and trivial isssue and hand out Policy Compliance dings left right and center......
and so, then they can monitor and involve themselves in an issue as important to buyers as unexpected UPS brokerage fees as well.

The problem with shipping via USPS (United States Postal Service) and their International Express Mail Service is that they do NOT provide Signature Confirmation Viewable Online, which is a stipulation for the Seller Protection Program provided by Paypal to protect sellers from evil fraud Buyers.
I do not want to ship a $300 item to Canada that is not covered by Paypal Seller Protection. Only UPS and FEDEX provide Online Viewable "Seller Protection" and they both charge the Canadians Custom and Brokerage fees... but quite frankly this isn't exactly a fee they have instituted by themselves, this is Canadian law. Why not work to have the law changed for items under a certain amount rather than blame the Sellers/Shippers or UPS and Fedex for either not shipping to .

Perhaps you can show us this "law" that "forces" couriers to charge expensive brokerage fees? I doubt that you will find it.
There is a Canadian law that importers have to pay duty and taxes for some items over a certain dollar value but that is not what this thread is about. It is about the fact that couriers, especially UPS, charges extra fees on top of those duties and taxes.
I can certainly understand why you would want to protect yourself for a $300 sale and if you choose to use a courier rather than a third party insurance company, that's certainly your choice....as long as you state your method of shipping. Of course you do limit the people that will buy from you but that is also your right.
