I have to agree with the others, 90 is way too long, I'd be fine with 30 as ericsells says.
Most people who are going to leave feedback are going to leave it right away, or within a few days/weeks of receipt. eBay sends reminder emails about feedback for those who may have simply forgotten, but I think anyone that is really happy will leave feedback right away, anyone that is not happy you probably don't want to leave any, and the balance are people that buy so much online they are tired of being reminded, they don't even think of it (don't take it personally).
Most people do not leave feedback for everything they buy everywhere.

We could drop feedback entirely and go to only the number of transactions the buyer/seller has successfully made.
No input necessary at all.
What problem are you trying to solve?
You have 30 days from Delivery to open a Not As Described dispute with eBay and 30 days from the last estimated date for delivery for a Not Received.
If you missed that deadline, you could go to Paypal if you used it, or to the Chargeback program of the credit card you paid with, usually for 120 to 180 days from Payment.

If your items are taking more than sixty days to arrive, there's something seriously wrong with your or your seller's choice of shipping method that needs to be fixed, pronto.

By any chance, are you wanting to leave feedback for the sale you mention in this thread?
For what it’s worth, @machinatarium, sellers who ship through the eBay International Shipping system are protected against negative feedback relating to the shipping and handling of the item. Did the item get returned to the US because you were unable to collect the item and pay the customs charges due on it?
