This is actually a simple Not As Described claim.
Fully covered under the Money Back Guarantee.
You have 30 days from Delivery to open a Claim.
Make sure you use Not As Described, because "something" was delivered.
There is no need to speak to anyone.
The process is fully automated.
Talking to customer service just slows things down.
The seller will be told to send you return shipping. They can do this through Shippo or Pirateship, if they are in the USA, or they can make arrangements for eBay to do it for them.
Or they can abandon the empty envelope.
Their problem , not yours.
When the (tracked) shipment shows delivery, you will be refunded.
If they don't supply return shipping, you will be refunded.
If your discussion/argument with the seller took you past the 30 day deadline for the Money Back Guarantee, you are also covered by Paypal's Buyer Protection, if you used PP, and by the chargeback provisions of the credit card you really paid with. These have deadlines of 120-180 days from Payment.
But start with the Claim of Not As Described with eBay's Money Back Guarantee.
You are protected.

It won't hurt to put the case number the customer rep gave you in the Claim.
The phone reps are subcontractors in Utah, which is why they are useless, but if you used the eBay employees on social media, the transcript of your Chat will have the case number attached.

Do you mean that the item was forwarded to you from Illinois through the eBay International Shipping service?
If so, your seller isn’t only abusive and a bully, but he’s also ignorant of how eBay International Shipping (eIS) works. Normally with eIS-handled sales, eIS will deal with the return (if there is one) and will issue the refund, not the seller.
That is, unless the seller has done something that has led them to forfeit their protections through eIS.
