I bought an item on 25th of september, I paid for the item, next day I asked seller if it was possible to cancel the transaction as I bought the wrong item. He did so, but never refunded me. I escalated to ebay claim, but they are asking me to return the item? **bleep**, seller never shipped the item, the cancellation request is pending because I never received my money back.
I chatted twice with ebay customer support (they are really bad seriously), they changed the claim twice and say that I will get a refund if seller doesn't provide a proof of delivery. Twice the same thing, no refund, no answer from seller.
**bleep** is that customer service? what ebay became seriously? they are condescending when chatting with them, rude, and won't do **bleep** all.
If I compare with amazon, it's day and night.
what can I do know to get my money back?

Just a thought.
Do you back your PP account with a credit card? If so, have you looked at your current cc bill to see if the money is there?
With PP, a payment from a card will be refunded to a card.
Only PP payments from a bank balance or a PP balance are returned to PP.

I think I understand now what's happening, it's an issue with ebay. I'm a seller also and a buyer just asked to cancel a transaction, I did so but you have to refund the buyer manually by going to your paypal account. It doesn't refund automatically like it used to (i'm still not using ebay managed payment). I think the same happened with the seller that sold me an item.
Even if I sent a refund, the cancellation is still pending. What a mess !

The refund should still be automatic when doing the cancellation as long as there is enough money in the account as PP will no longer go to the secondary money source for refunds. If your seller is in the US they also need to have funds to cover the original PP charge as those are not refunded in the US.
The cancellation could still be pending because in some cases the buyer is asked to confirm that they were refunded. If they don’t, I believe that it becomes final after 10 days...although I’m not certain about that part.

I recently learned that I cannot transfer funds in my US PP pocket to my Cdn PP pocket (same account, but different currencies).
Which was embarrassing since I was trying to send $10Cdn to a customer and couldn't pay from the $500 USD balance.
Still waiting to hear if Managed Payments will allow us to have USD accounts and/or attach an American bank account.

You can change the currency within your Paypal account so if you first change the money to Canadian you should be able to send it to the customer.

I did the refund manually, it worked and he got it right away. On my side tho, I still didn't get my refund from my canceled transaction (been 9 days now).
