You would use your home address for the GSP so that listing may not be set up to use the GSP. Either the seller is mistaken and doesn’t have gsp set up on that listing or the program does not ship that particular item to Canada. When you look at the listing what does it say in the shipping area?

When I contacted the seller, he tells me that he’s using the GPS program...
It's Global Shipping Program GSP, just for the record.
In Search you should see the words:
Customs services and international tracking provided
and on the item you should see:

Postage also has to be purchased online in order for electronic confirmation of delivery (eDELCON) to be applied.

If the seller is shipping through GPS and I am the Buyer is there any cost going to be incurred by me when I receive my item?

No. The charges that some carriers collect on delivery are covered by the GSP's "import charges". There's an estimate of those charges on the listing page and they're finalized when you go through Checkout.
