Didn’t receive new item during and after Canada Post Strike

This is how it goes i ordered a yugioh card from TeamGamenation card however after it arrived the card was damage(there is line on “target 1 card”). after talking to them they told me they send me a second(new) copy of Borreload Dragon. however during that time. Canada Post Strike on the roll and never receive second copy of Borreload Dragon.

my best guess the second(new & no damage) copy of Borreload Dragon lost during Canada Post Strike. got no idea where it go.

it is possible ask the seller send me 3rd copy of Borreload Dragon(however the seller might not send 3rd one since its already pass 90 days) or just buy new one?

Since the labour disruption ended in mid-December, it is unlikely that two cards disappeared.

Go instead for your money back.

Open a Paypal dispute (you have 180 days from payment for this).

You will have to  pay to return the card to the seller.

PP will want the tracking number from when you returned the first card as Proof of Delivery( not shipping, delivery)  to the seller.

Once PP has that you will be refunded.

I still have the first card(damaged) here at home except i never receive the second copy(new) during Canada Post Strike.

Assume that it was never sent and open the PayPal Dispute.
The PP resolution centre is at the top of your Pp account page under Tools
PP insists that the buyer pay for return tracked shipping
