So I purchased 10 items from an overseas seller in late February that added up to $750 USD (I paid with PP and the amount was converted to $975 CAD at that days' exchange rate). The items were shipped one day later and the last expected delivery date passed in early April without the items arriving. I waited another 3 weeks and finally opened an INR case which the seller refunded in USD. The problem is that the multiple currency conversions (and the rise in the CAD value vs. USD) meant that the refund in CAD ended up being $60 less than I originally paid. Now the items finally showed up after 2+ months and I want to pay the seller back, but I don't feel I should take a hit for the currency conversion. What would you do in this situation? Also, how do I get the sellers contact info without running afoul of eBay? Thanks for your help!

My opinion may not be popular, but my thoughts are that currency conversion is a fact of life. The seller wanted US$750, the seller still wants US$750, unless they somehow got an insurance payout for the loss. How it looks on our end as Canadians using Canadian dollars is immaterial.
Get in touch with the seller through eBay channels and see how he or she would like to handle this and take it from there.

I would contact the seller and ask how they want to proceed.

Why would I contact the seller? Of course he will say he wants the original full amount back, so perhaps eBay/PayPal can compensate him for the $60 lost due to their exchange rates. Not going to take the hit for something that took 2+ months to get to me.

You can use xe.com to check the rates on payment, refund and today.
I noticed this morning that the loonie was at 81c USD which is quite high compared to a few months ago.
Contact the seller and ask for his PP address.
You can send the appropriate amount , whatever you decide that might be, using PP's Send Money feature.
If you use Friends and Family he pays nothing to receive the money, but you have no way of retrieving it if things go wrong.
The items were shipped one day later and the last expected delivery date passed in early April without the items arriving. I waited another 3 weeks
While shipping is the seller's responsibility, the delay was not his fault.
You could consider the Judgement of Solomon.

Considering the size of the sale and that the seller is currently out both the $750 and the goods, I think they would be thrilled to get the amount less $60. I am not sure if that was $60US or Canadian.
The buyer did what they could by waiting 3 weeks after the expected delivery date, and had to put in an INR as the 30 day limit was approaching quickly.
Just my opinion but I think the seller would (or should) be thankful that the buyer is honest.

Totally agree. We need more honest buyers like the OP. I also agree that the seller will be thrilled to get the amount - even if it is with $60 less.
However, the OP did pay with PP. Could have waited a bit longer for the item to arrive... had 180 days after date of payment. Oh well...

I'm hoping that @arhirii2007 and the seller have been able to work something out by now, seeing as it's Saturday and this post goes back to Tuesday. The OP sells as well as buys on eBay so they should be able to relate to the seller's end of the deal.
@femmefan1946's advice was excellent, I thought. Given that there's roughly a four cent difference in the exchange rate in Canada's favour right now compared to February, a solution of the seller taking a repayment of US$720 (750 minus half of 60) should mean that the buyer comes out almost even in this.
