I tried opening an INR on an item I haven't received yet before April 17, last week and eBay automatically said to wait until the 18th. It's the 18th now and the link to open an INR disappeared and I'm out $114'USD.
I ordered this jacket on Dec 17th, contacted the seller and got no response.
This is the user I bought from, he or she had 80% rating at the time of my order. I know not great.

I don't know what recourse I can do now, I just want that money back.

Do a chargeback with your bank, if you used a credit card to pay for the item.

I agree with @brettjet38 . Contact your bank/CC, or PayPal, whatever it's the case for you.

The charge dispute/chargeback process is rarely instantaneous. In fact, it's pretty time-consuming for both the buyer and the merchant. That's one reason eBay has its Money Back Guarantee: to encourage buyers to bypass the chargeback process.
As for contemplating calling eBay on Tuesday, I wouldn't bother. Once a chargeback is filed, they tend to want nothing to do with the buyer as you've filed the chargeback against eBay, not the seller of your item.

EBay doesn't.
That's why the store is now closed.
When a member tries to close their own account, eBay puts it on Hold for about six months to allow all financial transactions to lapse. (Some credit cards allow 180 days from purchase for chargebacks.)
The seller did not close their account, eBay did.
If by chance, they have any money in Managed Payments, such as your payment, that is on Hold against your chargeback.
If they don't the refund will (eventually) come from eBay.

At the end of the day, you will get your money back, and the bank chargeback will force that to happen through eBay.
You do not need to contact eBay again, it will be pointless, as you have started a chargeback.
The seller did not ship the item, their account was closed by eBay (it seems), and they are in Japan.
This has all the trademarks of a hijacked account used to commit fraud.
