You were probably strung along by an underpaid, overworked, undertrained phone rep. I don't think there's any way to launch a search party for your particular item amidst the hundreds, nay, thousands of packages that are at the eIS forwarding hub in Glendale Heights.
If USPS returned the item to the hub I don't think there's anything that can be done to make the item deliverable unless there's a paperwork issue that made it fail the customs pre-clearance process.
Make a note of the last estimated date of delivery and don't check the tracking anymore until then. If there's no sign of it moving again at that point, go through the Money Back Guarantee process to recover your payment.

Just to confirm, it was sent to the Glendale hub, was processed there and then went back to the Glendale hub again? Had you already received an EEUS tracking number? If you look at the tracking number (either one) on parcelsapp.com does it say why it was returned? When did the seller mail it
If that is what happened, as @marnotom! said it's unlikely that it will be sent out again or that you will ever receive it. You will be able to get your money back but I'm not sure if you will have to wait until after the estimated delivery date. If you are having problems getting a refund, contact eBay. customer service on the ebay Facebook site by sending them a direct message.
