I ordered an item on Dec 18th (canadian buyer here, USA seller used GSP) and didn't receive my package on deadline, as per the eBay Money Back Guarantee. I filed a claim saying I didn't receive my package. A package research case was opened and closed, and I was refunded. I'm happy for a refund because no one likes to throw away money, but dang, all I really wanted was the item!
I'm hesitant to buy another item, as I don't need two.
I've read the posts about clicking on a link to find a tracking number for another carrier, but such a link doesn't exist for me when I search my UPAAC number via the Pitney Bowes site.

So I'm wondering...has anyone had success receiving an item after a "package research case" has been closed? I'm not sure if this will somehow stop the shipping process/return the item to sender? It says "in transit" so that's giving me hope, but who I am to say what that actually means!

Since there is no tracking after Kentucky, I doubt that the item ever left there so it’s unlikely that you’ll ever receive it.

Asked another way: does asking for/receiving a refund cause eBay to stop the GSP shipping?
There was no updated tracking after "Processed through USPS facility" either, until I filed a claim. As stated by other people: many packages are showing up at their door, even when online sites show no updated tracking info.
Ugh, I think this one might just be lost. So heartbreaking, as it's an older collectible item that's very hard to find.

Part of me is saying to myself: "Hey girl, get over it. This sucks but at least you got a refund. Stop stalking the tracking thing. Wait another month and if you haven't received it by then, then just order another one."
The other part of me is like "hmmmm maybe checking 4 times a day is a good thing" hahaha

While GSP tracking can be hit and miss, there should have been a scan from USPS stating that the item had reached its destination in Kentucky, and that hasn't happened (yet?). Those instances where there have been items showing up at people's doors without tracking scan have at least that information.
My guess is that "research ticket" was a hunting expedition to see if there was a chance that the package was sitting in a backlog of stuff at the Kentucky Global Shipping Center waiting for an acceptance scan by the GSC.
Will you receive the item if the GSC does receive it from USPS? Good question. From recent posts and links to posts on the eBay.com discussion boards, it seems it could go either way. PitneyBowes (administrators of the Global Shipping Program) now have no payment for shipping your item from Kentucky to you, and you've received what I assume is a full refund. Somebody in Kentucky is going to have to make an executive decision and decide if its best to return the item to the seller, forward it onto you anyway, or have it liquidated 😬
Given that the delivery time estimates on eBay listings are based on normal circumstances and don't take COVID-related delays into account (largely because carriers haven't changed their delivery standards and predicting delays like this is a mug's game), I probably would have waited a little longer before filing a claim of non-delivery, as per eBay's suggestions. Sorry I can't be more hopeful-sounding here.
