Paypal refused to refund money for order that was returned to seller. I talked to seller over the phone. Seller confirmed receiving My return. Paypal says because there is no Tracking number issued for My return Paypal ruled in favour of seller. Paypal did not bother to contact seller and ask about state of My return.
Will never use services of Paypal again. I have paid very expensive lesson. It cost Me 1,995.64.
Also, because of this problem, I do not feel comfortable doing My shopping on eBay.

so why don't you just ask the seller for a refund? I'm not sure what the question is - was this just venting?

Wait a minute-- you shipped a $2000 item without tracking and Signature Confirmation?
Did you put the number into the dispute?
And if you actually paid with a credit card, anonymizing the payment source with PP, have you looked at your credit card statement?
If you used your credit card, you can also open a chargeback there, but be sure to include that Confirmation of Delivery number.

1.)You should be covered by eBay's Money Back Guarantee for 30 days from delivery.
2.)If you miss that deadline, you should be covered for 180 days from payment by Paypal's Buyer Protection.
But if you open a PP dispute before the eBay MBG deadline, you cannot use the MBG.
3.)You are furthered covered by the chargeback provisions of the credit card you used with Paypal.
But if you open a chargeback while either the MBG or PP disputes are open, those will fail.
If you lost the PP dispute and the seller will not refund voluntarily, you still have the chargeback option. While card policies differ, you probably have 180 days from payment.
