Does not sound like the typical scam.
Most scammers "ship" the purchase and hope you forget how long it is supposed to take to get to you. Or if you remember, they will promise a "replacement" that will also never arrive.

I took a look at the Seller you mentioned.
I see that he is in the USA and using the Global Shipping Program to mail out of country.
And it is possible that the product could have been damaged because of the recent civil unrest in the USA. Look up "George Floyd"
But, that said, he must make the refund through eBay since he is using GSP to ship to Canada. Sounds more like he is trying to avoid ebay penalties for not shipping.
