Seller, has not shipped item.

Hi All,

I purchased an item on August 04 from the U.S. Expected delivery was Aug 25-Sept 04 and paid by CC

 

I got a notice it was being shipped later that day with  Usps and Gps tracking numbers supplied and  was awaiting for item to be dropped off in California (seller says he is in Oregon?)

 

" Tracking Details Uploaded - PRE-SHIPMENT INFO SENT USPS AWAITS ITEM"

Shipping Label Created, USPS Awaiting Item. A shipping label has been prepared for your item at 11:20 am on August 4, 2022 in BERKELEY, CA 94705. This does not indicate receipt by the USPS or the actual mailing date.

 

I checked both tracking over the next few days to see if it was shipped and on the 8th i was sent  a message by the seller that the item was sent out in the Am .

 

i continued to check tracking as there was no update to either tracking numbers,i then sent him a message asking for an update on the 10th as the tracking states item has not been dropped of yet thinking it might be some mixup.

 

He repeated that the item was already shipped in a message on the 11th and further explained that USPS was not updating their tracking site details and that USPS's proccessing is backlogged and i should get it by the 17th.

As there was not much else i could do, i let it ride and kept checking for tracking updates as i had purchased three other items close to the same time (two from U.S and on from AU) and they arrived in a timely fashion and without a hitch.

 

On the 17th the tracking still stated that the item was not dropped as it still does today on the 27th, i did try once again on the 17th asking for an update on tracking details but no reply so far.

 

Worrisome Details,

 

Item Not received

No Tracking- was stated in auction that it would be included.

Seller has 100% Positive 5000+FB, Seen Neg left and removed two days ago.

FB left for others

A quick google finds others have had like issues with seller.

 

Any help on how to go about  getting a refund or my options would be appreciated.

There is nothing you can do until the last estimated delivery date has passed which is sept 4th according to your message. So on sept 5th just go to your purchases and for this order open an item not received dispute. If tracking doesn’t show delivered you win the dispute and get your money back . You have 30 days after the last date to do this. Easy peezy - that said there are postal delays so if it does show up after it is respectful to reach out to the seller to arrange re-payment.

Looks to me as though the seller is using some sort of mail consolidation service that uses USPS. These services are less expensive than USPS counter services, but the trade-offs are often slightly slower shipping time and less reliable tracking-event scan data. Sometimes items sent through consolidators move through to their destination with no scan information getting transmitted to USPS/Canada Post. It is what it is.

I used to be über-obsessed with tracking until I realized that knowing where my items were last scanned didn’t make a difference to when and how fast I received them. Now I think we buyers have been oversold on the value of tracking to us. Unless porch piracy is a big problem for you, there’s usually not much reason to worry about how your item is doing in transit until the last estimated delivery date.

It's not that unusual  for items not to get an acceptance scan with usps but it is unusual that it hasnt been delivered to the gsp center by now. You might try checking the gsp UA tracking number at  https://trackpb.shipment.co/track to see if there is any  updated info there.  If not, you may have to wait until after the last  estimated delivery date to file a claim.

 

What type of item did you order?  If it is a trading card, stamps or postcard the seller may have used eBay standard envelope to Kentucky(gsp Center) which rarely gets an acceptance scan and sometimes does not get scanned at all.  But as mentioned earlier, I would think that it should have reached the gsp center by now.

Tracking is a Seller Protection.

It does not move shipments faster. It does not guarantee gentler treatment.

And most "tracking" is actually "confirmation of delivery", so receipt of the item  and delivery of the package will be recorded, but not necessarily anything in between.

Tracking offers little or nothing for the buyer.

 

In nine days (September 4th) the last date for delivery will arrive.

You then have 30 days to open an Item Not Received dispute with eBay.

If the delivery cannot be confirmed by the seller (not shipping , delivery) you will be refunded.

 

 

Seller has 100% Positive 5000+FB, Seen Neg left and removed two days ago.

A quick google finds others have had like issues with seller.

This is also one of the reasons why feedback can be deceptive.

Top Rated Sellers and Top Rated Plus Sellers have feedback perks that include a time delay on buyer feedback and removal of feedback.

To be fair, any feedback that is vulgar or mentions Disputes can also be removed on seller request.

The problems with feedback include

  • that less than 40% of transactions get any and most of that is left automatically by sellers. 
  • that naive buyers will use feedback to complain rather than the Resolution Centre
  • that many buyer think 95% is an A rating, instead of a terrible seller who should be booted off the site.
  • Feedback Left for Others is the real expose of the character of the sender.

Hi All,

              I sent in a refund request to the seller as item has not shown up and tracking details still state that a label was created and both USPS,GSP were awaiting item.

 

my purchase history for the auction was removed shortly after i sent the refund request? will this be an issue for further communication with the seller or me?

Now that you have requested a refund/opened a case you do not have to communicate to seller directly, it can be done from the case request itself.

Even though your history for the auction looks like it was removed, it should still be under history, it is maybe just moved from your main Orders Summary page to "Purchase History" (on left hand side of summary page). You should still be able to access it from there since on that page you can access orders from present back to 2020 even (with drop-down option). The subheads are "Cancelled Invoices", "Returns and Cancelled Orders", "Unpaid Items" etc. I once had an item I thought vanished and found it in there.

I would however wait it out now that you've put in the request until the time allowed for seller to refund you or update info, but you could also still message anyone for 60 days (I think) from your "Messages" as long as there is at least one message from the two of you. (But try and resist the urge to!)

I believe the Seller has 4 business days (weekends and holidays not counted) to respond.

When you put in the request for a refund, was it an item not received claim? 
When you opened it you should have received a date for when you could ask eBay to step in. 
If you opened it on the 6th I would think that you could ask them on Monday or Tuesday.

I heard from the seller a few minutes ago,(item not received claim, where i asked for a refund) this seller would now like me to wait another two weeks for item to clear customs and wont issue a refund.so far he has not shipped the item as per tracking and zero response to email reqs in the last three weeks and now asks this in the las moment. some people!

 

email states the seller has updated shipping info, but it is the same tracking number with no update.

These are the supplied tracking numbers for the item, i messaged him saying tracking was not updated and i have not recieved item. seller is out of Portland,no idea why this is coming from California.

yesterday,he updated ebay with a new tracking number (Sept 12) after i put a request for item not recived on Sept 6th, the new tracking number that says delivered on the same day he told me he had sent it.

The seller has asked ebay to step in and make a decision, seems like i am about to be scammed.

What happens next,

The seller can't just show delivery to any old address and prevail in a non-delivery claim.  The item shows as being delivered to the Global Shipping Center (or at least a PO box associated with it) in Erlanger, Kentucky, which is nothing like your address.

 

The item may be yours, or it may be another item that the seller (or his buddy in California) sent out to the Global Shipping Center, we don't know.  Sellers like using the Global Shipping Program because once the item shows as deilvered to the GSC, they're protected against claims of non-delivery.  However, that doesn't mean that the buyer is hung to dry.  PitneyBowes, who is responsible for the GSP, will take responsibility for the item's non-delivery and buyer gets a refund through them.

 

What happens next?  I haven't had to get my cases get to the "get eBay to step in" stage for some time, but I get the impression that the process is pretty automatic, so depending on what sort of information the bot gets, you may end up with a refund or you may end up having to appeal with a human being if the bot gets confused and agrees that the item was delivered.

 

Going by the information on the GSP's global tracking number, I'm inclined to think that you're right and the item was never shipped out.  Whether the Money Back Guarantee process is sophisticated enough to detect something is up is another matter entirely, but you should get your refund with a bit of work.

Tracking has to show that the item was delivered to your addresss, not Kentucky.  However,  the automatic system might just see that the item was delivered and not note that it wasn't delivered to you.  So it's possible that they may  close the case in the sellers favour.  But you will win in the end although you may have to contact eBay first.  According to the UPA tracking the global Center hasn't ever accepted the package or delivered it to you so once an actual person sees that, rather than a bot, you should get your money back.

I looked at my emails for this purchase and this was alot different from my past purchases in that there would be more progress/arrival at kentucky emails than only the two listed below .Not sure if this info helps or not.
