This seller obviously do not ship items frequently. I know i'll have my refund. I just wonder if this is this a type of scam? And why ebay allow this. This seller still have 500 listings
If shipping noted is economical, most likely it was sent with an untracked service. Anything tracked would be substanially more. Once the seller drops parcel into the mail you are at the whims of the postal service involved. If your order does not arrive in the suggested time you would be covered by eBay or PayPal protections. Best to be patient. The seller has NO control of when precisely your order will be delivered. As for the sellers communication that is a whole other issue. They may feel it is not worth the time to respond or mail is not arriving with eBay because of various settings or spam filters.

If it's a scam, it's not a terribly good one. The seller would be relying on the buyer being unaware of their ability to get a refund, and I'd say for video game sales it's more likely that the buyers would be scamming than the seller.
A possible reason for this problem is that the seller could be selling the same items on other platforms, doing a poor job of keeping track of their inventory and not removing the eBay listing when the item sells on another platform. Instead of 'fessing up to the buyer they try to string the buyer along in an attempt to avoid a selling "defect" or black mark from eBay.

You've made a pretty good case for checking a seller's feedback record before purchasing. Numbers don't tell the whole story, as you've found. After many years of same old, same old, eBay's made some changes to the feedback system that change it quite a bit. I see you've taken advantage of having more characters available for feedback comments. Also, the feedback percentage now only reflects the last twelve months of activity, which is great for keeping the percentage "fresh" but perhaps not so good if the seller has only a few feedback comments for the period as one ding can really pull down their percentage.
Sorry this happened to you. Most eBay sellers aren't nearly this irresponsible.

I ended claiming a refund, one month later i still did not received it. Seller said to please return to sender if i receive it later... He have plenty of feedbacks with people saying they receive their items after one month
I ordered a new one from someone else and here we go for a second round. I know mail is delivered in 2-4 business days within canada. We're at the 6th one, 8th days, still not received
Are video games sellers on ebay could be dropshippers or something? This tendancy is not normal and very suspicious, i don't have problem receiving anything else i buy

There may possibly be a delay in the Canada Post system.
@lotzofuniquegoodies posted a thread in the sellers forum about their items taking a long time to be delivered...
