On December 29, 2020, I ordered an item from a seller in the US. Usually the seller ships in 3 business days but it has been past that. In addition, I am supposed to receive it on (12th to 16th) through International Priority Shipping. However, the seller has not replied to my message nor have they shipped. Is it reasonable to be this late in providing any updates? Should I expect to receive my item or wait and dispute? Never had this happen before so I'm not too sure what to do.

gsp, adds many days to expected delivery dates, .. you pretty much have to wait until the last expected date, before you can do anything.. hank in there, most likely it is just slower than usual , since you purchased near Christmas time, and the delays are big..

Have you received any emails from eBay about this sale? Sometimes there’s some hiccups with purchase-related information on “My eBay”.
Finally, could it be possible that the seller has no idea that they’ve made their items available to non-US buyers through the GSP? (Sounds weird but it happens.) Your seller may be scratching their head and hoping this “nightmare” goes away.

ah i see, thought that it could be slower than usual but the seller has yet to provide me with any updates whatsoever which makes me doubt if the seller even shipped to the shipping center. Shouldnt the seller be recommended to ship shortly after payment? My major concern is the lack of communication.

Nothing from eBay about the sale. Ive read somewhere that there could be such hiccups you mentioned. I followed up with the seller asking but they are yet to reply. Is there anything I could do if the seller were not sure about selling abroad?

If you haven't received this purchase by January 17th, contact/advise the seller.
I'd extend the courtesy of 24 hours for a reply.
If there's no response or you are dissatisfied with the response, open an "I haven't received it yet" case.
There is no need for any ongoing back and forth messaging and posturing.
Go to the Resolution Centre and follow the directions.

I gather the seller has not given you a tracking number?
If he had, it would end in Erlanger KY if the purchase had been shipped under the Global Shipping Program (GSP).
If he used an untracked service (like LetterMail) there would be no tracking.
At this point, January 7, you have only to wait until next Thursday to open a Not Received Dispute in the Resolution Centre at the bottom of this page.
When sellers don't use tracking, it does not slow down the shipment, nor does it expose the package to more damage. It is a Seller Protection against false claims of non-delivery. That's all.
Three weeks for delivery is not in my experience an unusual period for delivery at the best of times.
