That's a very long delay - Nov 13 to Dec 30.
If the estimated date for arrival has passed, go to the Resolution Centre at the bottom of this page and open a Not Received dispute.
State in the dispute that this is a GSP shipment.
It would be polite to tell the seller what has been happening-- or actually not happening- but she fulfilled her responsibility when the shipment reached Erlanger.
IF the GSP cannot prove delivery (not shipping , delivery) you will be refunded.
If the item shows up after that, GSP does not want it back, and it no longer belongs to the seller.

I find the timelines Ebay gives the sellers (about three months) before one can file a dispute unreasonable. As such, my credit card company recommends I file a dispute should I not receive the item after the 31st day. One might want to extend that during the holidays, but it's not required.
Once you file a dispute, in this case against Ebay/PayPal, the charge is immediately reversed and the seller (PayPal) has 45 days to file a rebuttal. If the buyer receives the item during this rebuttal period, the expectation is he will notify his credit card company (or it will be considered fraud).
Ebay needs to tighten up their shipping policies to prevent false label and shipping scams which are all too common on other Chinese sites like AliExpress. However, it seems recently they're becoming much like them and allowing unethical and unscrupulous sellers on Ebay.
