I recently purchased a used graphics card from an eBay seller in Florida.  The seller used the Global Shipping Program to send the item to me. When it arrived, I opened it to find that there was NO video card, but instead a worthless, old corded mouse.

 

After further investigation, it was revealed that the shipper did, in fact, send the video card (weighing 3.0 lbs, registered and weighed at the UPS Store in Palm Bay, FL) to Pitney Bowes in Erlanger, KY.  

 

WHEN IT LEFT PITNEY BOWES, THE PARCEL WEIGHED 1.9 POUNDS.

 

Somebody in the "Global Shipping Program" yanked the video card from the sender's parcel and replaced it with a mouse.

 

I am looking for a phone number, a contact name, and an AUTHORITATIVE REPRESENTATIVE WHO WILL ANSWER THE **** PHONE. I have tried calling the various Pitney Bowes phone numbers which are supposed to be associated with the Global Shipping Program and all of them answer to a robotic voice who provides ZERO OPTIONS regarding the Global Shipping Program.  None of phone numbers provide any means for talking to a real person unless you're calling about PB's "other" business lines.

 

The seller and I are understandably livid. This was a criminal act and I demand to speak to someone with some level of authority who will assure me the matter will be investigated.  Oh, and I want my money back, too.

 

If there are criminals operating out of the Global Shipping Program, I duly expect eBay to investigate and resolve.  This is absolutely unacceptable.

The center processes a lot of packages each day. The majority of time the right item goes to the person who ordered it but I have heard of situations when 2 items have been switched and gone to the wrong buyers.   I wouldn't assume anything at this point.

 

Can you see the original ups label from the seller on the package?

 

Have you filed an item not as described claim for the item? If it is deemed that the item was lost/swapped etc at the gsp center, they will refund you in full without requiring a return.

You should start with the Resolution Centre at the bottom of this page.

Open a Not As Described dispute.

State that the purchase was shipped through the Global Shipping Program and you want a GSP specialist.

Most of this will be robots, so , sorry, nobody to scream at.

The GSP will refund you. You will not have to return the mouse(well, duh! although there are other NAD disputes where this is a bonus of complaining about the GSP).

 

This will have no effect on the seller, who is protected by using the GSP once the shipment got to the Erlanger KY plant.  But keep her in the loop about what is happening, in case she wants to change her business practices.

My first thought was that it was a mix-up.  But then it hit me: who on earth would be purchasing a dead, old computer mouse?

 

Nah, this was theft, pure and simple.  Regrettably, the seller did nothing in the way of hiding the contents of the package. It was the actual box the video card was sold in, and there was nothing concealing the contents whatsoever. Easy pickings.

 

Yes, the original UPS label to Erlanger is intact (and captured) as well as the label from Erlanger to me.  The weight discrepancy stands out like a sore thumb.

 

And yes, I've gone through all of the administrivia thus far. I'm just looking to see if anybody at eBay gives a ****.

 

As others have said, either avoid the Global Shipping Program or avoid eBay.  I'm likely considering both options at this point.  Amazon has everything I need.

Yeah, I'm not surprised about this. I hear about theft at reshippers all the time. I didn't realize GSP was a reshipper until I just made my first GSP purchase a few weeks ago. Live and learn... although I was more concerned about not receiving my package at all!

i had a camera lens I shipped swapped for a bunch of random used dental supplies ... that was in India though... and came back to me at my expense.   

 My first thought was "who carries around a bunch of random dental supplies, waiting for a camera lens?"   but I think it's just someone looking for an opportunity of something of value and they insert whatever junk they have lying around so that the box isn't completely empty, and leave it to the buyer and seller to dispute..

Was the package obviously opened at the gsp Center? Packages are not always opened.  

Other than a refund, I don’t think you are going to get what you are looking for from eBay.  There are a number of people that would have contact with that package throughout the delivery so the ‘switch’ could have happened anywhere.  Plus, you don’t know for sure if the seller is being honest either.  Even if ebay does look into it or tells PB to look into it, they probably won’t share that with you.  

 

I  don’t think a package should ever be sent without covering the original packing, that’s just common sense IMO.

There are criminals operating the Global Shipping Program.

 

If you advertise a product or service with specified features, and accept money for it, but provide less than you advertised, not by way of an isolated mistake, but by deliberate design, such as claiming end to end tracking, and not providing it, or a 9-14 day delivery window that is actually 6 weeks, because they accept Cadillac fees for Lada service, due to pure greed. And that is fraud. And fraud IS a crime.

 

The employee who pilfered your video card, if caught probably will get jail time, while his bosses, from whom his larcenous inspiration was derived, enrichen themselves unfairly on a massive scale, and far from being punished, they receive percs, and probably are issued with luxury german company cars, and performance bonuses.

 

Anybody who works in logistics knows that with shipping, like everything else, if volume increases, price decreases. Find the lowest possible rate, (which unsurprisingly is usually the slowest), triple that, and rake in the cash. Your only overhead is buying a few stooges to rabidly defend every criticism, however small, and encouraging moderators to censor and delete the posts of any critics, on a forum likely to be a top spot that your enraged customers might post in.And I'll bet they are trying to automate that process as I type this.

 

eBay, almost certainly gets a nice percentage as well, for leading the lambs to the slaughter, and turning a blind eye.  The rest, is a huge profit, realized not through efficiency, investment, or innovation,  but rather by deceitful descriptions, and monopoly. I hope you get a refund, you are the victim , as is anybody who pays for GSP shipping.

3 lbs caught my attention also.

The average weight of a high end GeForce, NVIDIA, or ZOTAC, or whatever, video card is 1 - 1.5 lbs.

Does UPS weigh packages or does the seller print out the label at home (using any numbers he likes) ?

Would UPS worry that they were overpaid to deliver a 3lb package which only weighed 1.9lbs?

Would they notice?

We're talking about assembly lines here, which move fast and there are people (and probably cameras ) around. Both at UPS and GSP. Never mind CBSA and Canada Post. (What a lot of initials...)

How do you smuggle a 3lb thing out of the plant? How big is a video card?

I would have to agree with you here. I just had an experience where a valuable vintage stereo receiver purchased through the GSP was shipped from the seller in California to the Erlanger distribution centre, signed for and then after a few days of delay, deemed "oversized" and would not be shipped either to the buyer nor the seller! After calling ebay to find out more information, they quickly initiated a refund process which I did not want. A refund was issued within 48 hours despite my stating that I wanted to know why this item is being held at their warehouse. After contacting the seller, he also informed me that many times he was given a different story about this item. After many calls to get the item back, the seller was finally told that the item was LOST and could not be found and a refund was issued to close this case. I called again numerous times to get clarification and after much prompting was FINALLY told the same thing, that the item was not oversized but has gone missing! I was also told that an investigation would be opened and to call PITNEY BOWES directly. Of course after called PB, I was immediately dismissed and refused to even be spoken to.

 

eBay will stonewall, delay, tell you anything on the phone and then quickly close your case after you have hung up when you have to then start all over again with another customer representative who goes through the same official line with you. This is their tactic to tire customers out so that they give up on finding their items and finding out the truth.

 

The item in question could not simply be misplaced as it was rather large and pretty rare. I informed eBay that it had several distinguishing features and a serial number which I am trying to work with the seller in reporting as missing and if so deemed, stolen, so that in the case it resurfaces for reselling or repair it could be traced back. eBay's final explanation to me was that it will not and does not investigate anything regarding its parter Pitney Bowes and "trusts" that they follow a strict code of conduct. They also told hid behind their GSP policies which basically give them free reign and releases them from any accountability.

 

This item is somewhere, misplaced by someone, (for lack of a better word). eBay and Pitney Bowes were untruthful to both the buyer and seller about this item right from the beginning and I don't trust anything this company does or says anymore. I not only got a rare and desirable item taken from me, but I got significantly shortchanged as a result of the mulitple foreign exhange conversion rates for buying and selling.

 

I have no idea how such a large company like this can operate and just take or withhold any items they seem fit to do so without adequate explanation. Many items bought and sold on eBay are irreplacable and cannot be found easily on other platforms. If you have anything of value to buy and sell and you value its importance, DO NOT USE THE GLOBAL SHIPPING PROGRAM and eBay in general for that matter. eBay and their partner Pitney Bowes seem to have a license to do anything they want and not be held accountable.

 

Terrible, just terrible.

I just shipped a laptop computer to the global shipping center in Kentucky before the customer ever got it we got a message saying I was being returned because it was not the item I sold the customer contacted me asking what was going on I had no clue I called eBay customer service they told me it was their fault the items being sent back to me. But eBay refunded the customer plus the eBay fees before I even got the item back then when I did get back the item it was an old router worth about five bucks not my dell XPS 13 worth about $400. I was **bleep** contacted Ebay they sent me a message from global shipping saying take it up with the post office but I had confirmation my item was delivered to Kentucky. I have been a seller for 17 years and have 100 feedback score have never shipped the wrong item yet Ebay told me after the third case I opened and they closed sorry nothing they can do and as they might read the response I make. They will no longer be responding back as they’ve given me all the information they can. So I paid Ebay $40 To steal still my computer that’s **bleep**ing nice. And the crazy thing is you can Google it there reports of the global shipping having this problem yet you wanna see my comments from the customer service person that it's impossible for that to happen in the facilityAnd the crazy thing is you can Google it there reports of the global shipping having this problem yet the customer service person for GSP said it impossible for that to happen in their facility.
