If the package was at the KY GSP centre, and shipped from there on the 18th, then the package is still in transit in the USA and/or has yet to clear customs for entry into Canada. Estimated delivery times are exactly that "estimated". Patience is the key for cross-border shipments.

UPS was slow by American standards taking from Thursday the 13th to Tuesday the 18th to get to Kentucky.
Although there was a weekend in there.
Today is Sunday the 23rd, so three business (and two weekend) days with no indication of movement.
You should be able to contact https://parceltracking.pb.com/app/#/dashboard/ which is Pitney Bowes/GSP tracking.
At this point they would still be working with the UPS tracking number, until they assign a UPAAxxxx number as it leaves the plant.
Keep in mind that tracking and the Global Shipping Program are Seller Protections.
The GSP offers nothing to buyers, except a wider variety of goods available.
EBay gave you a window for delivery. What was the last day for that?
After the window closes, you have 30 days to open an Item Not Received Dispute with eBay. If you do (and I allow 21 days for delivery from anywhere in North America, based on over 30 years in mail order) be sure to state in the Resolution Centre that this is a GSP shipment so it will go to a GSP specialist.

Also, if the seller does not clearly mark the origin of the goods and what is being shipped, GSP will open the package, assess the contents, and repack it. This takes time.

Then you can go to the Resolution Centre and open an Item Not Received Dispute.
The first suggestion (not a command) is to contact the seller, but in this case the seller did his job in getting the shipment to Kentucky.
And you have Contacted PB/GSP in any case.
Open an Item Not Received dispute and state that this is a GSP shipment and ask to be referred to a GSP specialist.
If the GSP cannot prove delivery, you will be refunded by GSP.
If the shipment ever does show up, GSP doesn't want it, so you have another dilemma.
It would be a courtesy when all this is completed, to let the seller know how it went down, politely of course, since he did nothing wrong.
He may wish to change his shipping to First Class International Package in future, which includes Confirmation of Delivery to Canada.

It's your choice but I would wait until at least Tuesday before opening an item not received case. Assuming that your purchase was on the 12th, 22nd sounds like an unrealistic delivery date as that is only 6 business days...the 17th was a holiday in the US. GSP listings are showing me a 11-15 business days delivery window. It does say the 22nd in your purchase history?
If there still isn't any movement on Tue, it's possible that the item is lost in the system or that they just haven't updated the tracking.
