Tracking shows it's delivered but it's not?

Tracking information shows that my item was delivered on August, 10th.  It says it was delivered to the front door.  I was home all day that day and there was no item delivered to my house.  I contacted Canada Post who informed me to let the seller know what happened.  The seller then needs to open a claim with USPS as they are still legally responsible for the item.

 

Now what happens if the seller won't do this?  I've messaged her and asked her and all I got was an email back from EBAY stating that they are ruling in the seller's favor?  I didn't ask for a refund.  I asked her to file a claim with USPS to open a file to investigate where my package is.  Now what happens?  I am out the item & the money?  Do I have any options?

 

Not a fan of this global shipping program at all.  First time I've used it and it's the first time I've had this happen to me.

Was this an item of major value? If so, the seller should have had 'signature required' on it. I'm assuming, however, they didn't and it doesn't matter now anyway. Did you look everywhere it might have been hidden around the outside of the house? Under the rug? Behind the bushes? On the porch? In the car? Maybe leave a polite note for your immediate neighbours asking if they might have gotten a package addressed to you by mistake. It could be that they have but have been too busy to drop it at your house.

 

I'm guessing the seller was able to have your case closed because he/she could demonstrate the item was delivered through tracking. Not that it  helps now but if you went through the Resolution Centre instead of sending the seller a message, this would be the reason for that. That process is all automated. Sometimes it might look like you're simply sending a message but, in reality, you're opening a case. 

 

It is possible that the Global Shipping Program repacking centre in Kentucky screwed something up. Does the information associated with your tracking number show it was delivered to an address with your postal code?

 

Call ebay Customer Service during business hours to explain what happened to a real, live person. If that doesn't help you at all, call paypal or your credit card provider. Be aware you will most likely have to file a police report to proceed with a claim that way. Either your postman stole it (unlikely) or your neighbours stole it (also unlikely in broad daylight) or it was delivered to the wrong address (likely) as a result of either carrier error or mislabelling by GSP. If your funding source can't cover it, house insurance might. Your order would have to be something really valuable to make it worth opening that can of worms.

It was about $50 US including the shipping.  I've asked my neighbours & looked around.  It could of gotten stolen just sitting outside my door by anybody.  It would of been nice though if the delivery postal service would of actually knocked on my door.  It would be in a fairly noticeable box as they were inline skates.  It looks like it's pointless to try to do anything about it.  I did open a claim and went through the resolution centre.  They sent me back an email saying they ruled in the seller's favor as she provided proof it was delivered.  I also have the proof it was delivered.  But it wasn't & I guess I can't prove that besides them taking my word.  I guess it doesn't matter if you have a 100% feedback record does it?  I've contacted the seller again & told her that I don't want a refund.  I just need her help in opening a claim with USPS.  But if the seller doesn't do that I am out of luck I guess.  I am getting no response at all from her.  I will call tomorrow on my day off when I can talk to an actual, live person through customer service I guess.  Thanks for the info.....muchly appreciated.

Usually, the postman knocks here. He knows we are always home. But of you bought the item from a seller who repurposed a box that said BIG TV on it, then a passerby might have swiped it thinking it was a bigger treasure than inline skates. That, however, is a moot point. The thing here is that your seller is now not likely to do you the favour of opening a 'where did it go' case on your behalf because you went straight to the Resolution Centre with your problem.

 

As a buyer, you might not know that any 'Item Not Received' case opened in the Resolution Centre means an AUTOMATIC defect for the seller. This is a major bad deal to sellers. Defects must be avoided like the plague. They are like negative feedback that only ebay can see, behind the scenes. Next time, send a friendly message first. Asking ebay to step in is always a last resort. Use it for sellers who don't ever reply or who do and tell you to fly a kite.

 

You should absolutely call Customer Service and talk to a real, live person tomorrow. Be aware, however, that having 100 per cent positive feedback as a buyer is meaningless. Buyers can only receive positive feedback from sellers. A better indicator of buyer behaviour is another behind-the-scenes monitoring action known as 'Report a Buyer' which sellers can do for a variety of disallowed behaviours. Ebay has access to things you and I are not privy to.

 

Good luck. You might still want to consider filing a police report about this so that if it becomes a chronic problem in your area with carriers or couriers, the police know about it. It's always smart to leave a papertrail.

The posts here have left me confused as to whether or not this is a GSP shipment.

As far as I can tell, though, the concerns the OP has are with Canada Post and Canada Post alone.  If this item were shipped directly through the postal system by the seller, this problem could have happened.  If the item were shipped through the GSP and shipped by Canada Post for the shipment's Canadian leg, this problem could have happened, too.

As far as I know, U.S. sellers can't request signature confirmation for most run of the mill mailed shipments to Canada, unless things have changed in the past year or so.  They certainly can't for a GSP shipment.

I've read of a couple of instances where items shipped by mail have shown up on Canada Post's tracking as "delivered" a couple of days before they've actually reached the buyer.  (It may be because Canada Post doesn't have enough equipment to arm its mail or parcel carriers with scanners and they get "pre-scanned" before the carrier does his/her route.)

I'm hoping your item is just delayed, Muffingirl, but if not, you need to lodge a complaint with your post office.

If this was a GSP transaction the seller can't open a claim with USPS because the USPS would not have handled the package once it reaches Kentucky. The GSP uses another shipping service. Google ebay's phone number and ask to talk to a GSP specialist (I have no idea if they actually exist) and explain the problem. Since it was PB who arranged shipment from Kentucky, they are the ones who would have to open any claim. It's possible  that they might just give you a courtesy refund.

This exact same thing happened to me.  It has been a week since the package shows as delivered.  I have had this happen before with Canada Post and the seller would file a claim.  Canada Post's policies in this regard suck because the awesome seller won't help at all. 

 

I ordered an item and the seller used the GSP which made it worse.  There was no tracking number via USPS from Kentucky to Canada, and no one at the GSP can or would tell me how it shipped to Canada.  If it had shipped all the way to Canada via USPS, I could have opened a claim with USPS myself but since it didn't I don't know what else to do.  I will definitely never use this GSP again regardless of how bad I want the item.  It is just not worth losing my money.

You've called eBay/Pitney Bowes and asked for tracking which shows it was delivered to you in Canada? That's the part that counts. Of course, your initial tracking number shows it is 'delivered' because that is only the first leg of the journey through the Global Shipping Program. It has been sent and delivered to the Pitney Bowes Global Shipping Program (GSP) distribution centre in Kentucky. There, it might be verified and repackaged before it is sent on the second leg of its journey to you -- the one that crosses the border. If it's been a week since it was delivered there, give it another ten days before considering it lost. There is often a major delay in updating the tracking information between one leg and the next which does the whole program a serious discredit. 

 

In that respect, you do rely on the decency of the seller if the item shows as being delivered to an address within your postal code yet not to you. This is what is known, I have learned through investigation, as a delivery scan error and it is a different kind of claim and investigation, sometimes one that goes as far as having to file a police report to show that you are, in fact, serious about not having gotten it. Still, the seller has to be on board to some extent. As the receiver, you're the one doing the work with it though. I imagine it is fairly rare for tracked items to be stolen by postal employees; if they get misdelivered, that is another matter entirely.

... Or another unpleasant possibility is that if it was truly delivered to your doorstep, a naughty neighbour or passerby was porch- shopping or whatever is the term for it.

Canada Post tracking information shows that item was successfully delivered to my community parcel lock box... great. Unfortunately I received no notice that it arrived or more importantly a key to open the box. When I contacted Canada Post they said that the sender needs to open an investigation so that they can release a key to me because the mail man forgot to put it in my box.

The seller of course is under no obligation as he clearly can show from Canada Posts own tracking the the item was "delivered successfully". 

When I talked to the rep at Canada Post I asked if they could look in the lock box at the parcel addressed to me and then put a key in my mailbox so I can open the box and remove my package? They said there is no way they could do that.

 

They then said that if the seller didn't open and investigation the package would be returned to him.

 

Canada Post wonders why they lose millions every year? hahaha. Totally incompetence from people who have really no interest in what they doing.

 

Call and listen to these oxygen thieves stumble their way through their rehearsed responses... laughable.

So you phoned a clerk somewhere in New Brunswick for advice?

While the ladies there are mostly very nice, they can't do much long distance.

 

Go to your local Post Office. Not the Postal Outlet in back of the drug store.

Ask for the Post Master and tell her your problem. Have the email about delivery printed out and with you.

 

Have her start an enquiry.

It is her job as manager to make sure her workers follow the procedures.

If the notice and key were put in the wrong box, for example, she can speak to/discipline the carrier and try to correct it.

As far as I know the only person that can open a claim with Canada Post is the person who directly bought the postage. They won't officially open an investigation at the request of the receiver. If you live in a smaller center perhaps the local post office will help you but that isn't the way it usually works. 

 

When does it state that the parcel was delivered?  If it was on Friday I would wait a day or two in case the postman scanned it as delivered but still has it in the truck.  I have had at least one package show as delivered but I didn't receive it until the following business day.

 

Have you asked the seller to open a claim?  The incentive for them to do so is to provide good customer service.
