Hello everyone,
Giving some context here:
I bought a spot on a group break (you pay for a basketball team and someone opens a basketball card box live and the cards corresponding to each team are sent to the people that bought into that team)
This is the first time, I did not get any any cards (which happens). I spoke with the seller and he is not charging the shipping and the import charges associated to this order. I can see that the charges have gone directly to GSP etc.
Nothing is being shipped here, as i did not get any cards. My questions is, how to get refunded for that shipping and import fees piece?
I am in Canada and these are pretty high charges. The seller is in the US and had it as free shipping for the US participants. So we are not sure how to go on about with this.

That type of 'chance' listing really isn't allowed on ebay so there isn't a way just to get back just your gsp fees. The only way to get them back is to file an item not received claim in the resolution center (bottom of the page). Or, the seller would have to cancel the order. In both cases, you would get a full refund including what the seller was paid.

The illegal "chance" listing is very important here. You gambled and you lost.
When an item is being shipped by the GSP, you pay them import fees, which they use to pay the Canadian duty and sales taxes. The duty free allowance is now $150 and the tax free allowance is $60 (I think, this is pretty new and I am not good with numbers.)
You can open an Item Not Received Dispute in the Resolution Centre at the bottom of this page.
Be sure to state that the shipping was to be handled by the GSP and ask for a GSP specialist.
But basically the seller took your money and shipped nothing.
GSP did not receive anything and should not be receiving any import fees.
Try NOT to talk to Customer Service about this. Keep it robotic and straightforward. That you are fine with paying for getting no cards is just going to confuse a human clerk more even than the Resolution Centre robots.
I will never understand gambling.

Open an "I haven't received it yet" case.
Go to the Resolution Centre and follow the directions.

You've resurrected a zombie thread which will probably be shut down soon. We can probably help you with your problem if you start a new thread about it and go into more details. eBay does refund import charges when the refund process is done properly, but it sounds as though it wasn't in your case.
