i cant get refund and ebay with no help,how can i get my refund back?
i try so many times but can not get touch with seller,and this guy have recieved return item more than 10day!

You bought an item.
You returned it to the seller and requested a refund.
He received it on March 9.
He has not refunded.
Go to the Resolution Centre at the bottom of this page.
'Open a Not As Described dispute.
You have 30 days from when you received your purchase to open a Dispute.
Don't worry about Contact the Seller, you have done that.
Escalate to a Claim and include the tracking number that shows he has received it.
EBay will force him to refund you.
You made two mistakes.
The first was not to go to the Resolution Centre which is the easiest way to get a refund.
The second was paying for the return shipping. In a Not As Described Dispute, the seller usually is told to pay return shipping.
You will be refunded your original payment, but not your return shipping cost.
Let us know how it goes. We're buyers and sellers here just like you.

We've largely shut down for the short term but still have 'active items' that fall within the typical cancel / return period.
The USPS and CPC have increased the package hold times up to a month from two weeks. Are there any extensions being offered on sale cancellation periods and return / refund periods during this virus? (Curious as both a buyer and seller).
As a seller, I thank you for not going to the Resolution Center first. It makes life much easier when we can handle any returns / refunds ourselves. Though it does take honesty and trust from both sides; its kind of one of those play it by individual case issues. And yes, you are not responsible for return postage if it is not as described.

I’m going to assume that you opened a return request already since the tracking details have been entered...is that correct?
If so, when the package shows as delivered did you receive a message from eBay saying that you had been refunded or any type of message from them?

Also when payment is made from a credit card, or from a Paypal account backed by a card, the refund goes to the card, not the PP account.
So check your current invoice.

Oh dear.
You have only 30 days after receiving the item to open a Dispute with eBay.
If you missed that deadline , you must go to Paypal.
The Paypal Resolution Centre is at the top of your PP account page under Tools.
Again, don't bother with Contact Seller.
Ask PP to step in and escalate to a Claim.
Again include the tracking number of the returned item to show he has it back.
If he does not refund you promptly, Paypal will and go after him for their money.
If you did not use Paypal to pay him go to the credit card you did use, and phone the 1-800 number on the back and ask about a chargeback.

It ’s not fair. I ’ve been in contact ebay 1 month ago, but there is no progress at all. If ebay don’t help me, I will complain. I paid to evbay, and ebay have an obligation to help me solve it.
The seller is cheater, why this guy can sell product on ebay?

Being "in contact" with eBay is NOT the same as opening a Dispute.
Did you open a Dispute?
Have more than 30 days passed since you received the unwanted item?
If that deadline has passed, have you gone to your Paypal account and opened a Dispute in their Resolution Centre, which is at the top of your Paypal account page under Tools?
Paypal will tell you to return the item to the seller. Use a Tracked service for this.
When the tracking shows the item is back with the seller , you will be refunded.
Do this through the automated system.
It is fast and efficient.
Customer Service is not able to deal with returns and refunds.
If Customer Service did not tell you to open a Dispute, they did not help you at all.
