Was it described as being locked? Was it described as being locked to Tracphone?
If not, it is Not As Described and is refundable under the Money Back Guarantee.
Your first step is to Message the seller, politely explain the problem and ask for return shipping.
If the seller is in the USA, she can do this using Shippo which sells both USPS and Canada Post shipping labels.

While the title of the listing states "Tracfone ONLY" and the listing description states that "This phone is Locked to Tracfone and will not work on any other carrier," that part of the listing is in a different font than much of the description and may have been one of the revisions to the listing that was made yesterday or on December 20th.
In addition, the Item Specifics section of the listing states that the phone is "Factory Unlocked."
In short, the seller made a hash of this listing and by the looks of things they're still trying to fix it.
