What's strange about refurbished diapers?

When DD came along, one of the pass-alongs was about four dozen diapers previously used by her cousins.

And I had a service that came by weekly, to pick up the used ones, and replace them with freshly washed and sanitized diapers.

I don't think that they were talking about those kind of diapers.  I think that they mean the 1 use type, like these.
