For those who just want to read the part of the article that relates to eBay, here it is:
"eBay Inc. is awarded a 2017 Retail Revolution Award for being a pioneer in the cross-border industry by providing millions of eBay sellers in the US and UK an opportunity to reach many millions of buyers around the world. Even as the Global Shipping Program (GSP) reaches its five-year milestone, eBay's unwavering focus on innovation continues to deliver an even better experience for both sellers and buyers."

I thought it worth mentioning the award comes from Pitney Bowes, a partner in the program gaining said award.

Ho, Ho! It is more likely to thank eBay for making it a goldmine for Pitney! With GSP Pitney is making a fortune that way!!

The site was redone, maybe their archives have fallen into disrepair.
Here is the article from another source: https://markets.ft.com/data/announce/full?dockey=600-201704261600BIZWIRE_USPRX____BW6564-1&mhq5j=e1

And it's funny how 'stuff never dies on the internet' unless you happen to want to find it a second time.

A weird alternative-universe version of pot calling the kettle black comes to mind. Or maybe it's spoon calling the fork shiny?
Of course Pitney-Bowes is profiting handsomely from this little GSP scheme, thanks to eBay. One might almost say they are stealing at least a portion of the fee income that would otherwise go to Canada Post for collecting HST/GST when levied by CBSA. The same is probably true of other overseas shipments.
But what the heck, we're in the Trump era now, where every palm gets greased.
