"Since you're registered for managed payments, you can't select International Site Visibility.."

I've been trying to list an item from ebay.ca, to list in Canada, US, and UK.  I've done this several times before, but now I'm getting thie error message when I try to post my listing:

"Since you're registered for managed payments, you can't select International Site Visibility as an optional upgrade for your listings at this time. Please unselect International Site Visibility."

It's not like "Managed Payements" was an option... there wasn't any choice when I switched to it a few years ago.  My item is most likely to find a buyer in the UK, so I'd like to list it there.  I've spoken to two agents on the phone so far and not gotten very far.  The most recent advice was to scrap my listing and start over by listing it on ebay.ca, but that's where it was posted to begin with.    It looks like I really have no option to list in the UK now...?  Has anyone else encountered this?

I suspect the "at this time" is more important than the Managed Payments.

There are several restrictions on new (or occasional or returning) sellers.

The most important is that until you've been selling for 90 days and sold 25 items your payments will be held until tracking shows delivered, or in 30 days if there's no tracking. They can hold the payment for the full 30 days if you're selling in a high risk category.

Not allowing naive newbies to list on foreign sites makes sense, because the hardest part of mail order is shipping.

The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that means giving you the advice you want to hear instead of the advice you need to have.

Can you list on dotCA, but ship to US and/or UK?

If you have a price for shipping, normally your listings will be seen there.

You have a lot of exclusions, which is fine, but why exclude shipping to Guernsey and Jersey? Or include France but exclude StPierre et Miquelon?

I've never chosen "International Site Visibility" as an option and I know my items have been seen by buyers in the UK. I don't ship internationally (not for several years now) but have made the odd exception when a buyer has asked. On numerous occassions I've had buyers ask "will you ship to the UK?" which means even though I'm showing I don't ship internationally they've seen my listing. Also note that even if you are set up showing you will ship to UK (or anywhere) you have to have shipping price set up or it won't work. I know this from my buyer in Italy that has pointed it out to me and I've manually changed it for her.

I haven't used that option in a long time but  it really is misnamed as the only extra visibility that it gives you is that your listing will definitely show on the UK  site.  But it you have shipping to the UK on your listing without that option, there is likely that it will be shown on the UK site.  Likely, but not guaranteed.

If you have shipping to the US your listing WILL be seen on the US site.  All listings on .ca and ,com are shown on both sites as long as shipping is setup to that country.

Do you realize that some of your listings are on .ca and some are on .com?
