I believe that Xpresspost used to come with a mandatory signature required, but is this still the case?
Package it going to the US.

I notice CPC gives itself a bit of an out by calling it a "provided when available" service.

As the others have said, yes, Xpresspost USA includes signature confirmation "when available". It's not clear exactly what that means.
